France has raised its national terror threat level to 'Attack Emergency', the highest level, in response to Islamic State claiming responsibility for a recent terror attack in Moscow and ongoing threats to the country. This decision comes after a previous reduction in the threat level in January 2024. The country had previously raised the threat level to 'Attack Emergency' in late October 2023, prompted by multiple incidents, including a stabbing in Paris and two foiled plots linked to developments in the Middle East. With the upcoming 2024 Olympics, France was already planning a comprehensive security strategy, including robust counter-terrorism measures. We expect increased policing and security presence in public areas, especially transport hubs and crowded venues. The global terror threat remains high, with recent incidents and increased terrorist propaganda advocating for attacks. Businesses should be prepared for potential impacts, including on staff, premises, and customers. TORONTO 18 Today's date will be forever etched in my memory, as I was one of a cast of many to work on one of the largest and most successful counter-terrorism investigations in our nation's history. On this date in 2006, the RCMP-led Integrated National Security Enforcement Team (INSET) foiled a large-scale terrorist plot, Project OSAGE, also known as Toronto 18. If not for the actions of the RCMP and its many policing and intelligence partners, including two civilian agents, many innocent lives would have been lost in a series of bloody attacks. If not for the intervention of those who thwarted this terror plot, June 2, 2006, would have become a solemn day of commemoration; fortunately, good triumphed over evil on that day. Toronto 18 final tally: Eighteen individuals were charged. Of the 18, eleven were convicted, seven had their charges stayed, and thousands of lives were saved. All of this is a reminder that as a country, we should never underestimate or ignore that Canada is constantly under threat by a wide variety of national security threats that include, but are not limited to: terrorism, terror financing, espionage/sabotage, unlawful release of sensitive or classified information, and last but not least, foreign influence campaigns. This large-scale effort, spearheaded by the Chief Public Prosecutor’s Office in Izmir, aims to dismantle the financial structures supporting Daesh. Out of the 114 suspects identified, eight are located abroad, while 29 remain at large as authorities continue their pursuit. The operations, spanning 32 provinces—including major hubs like Ankara, Istanbul, Gaziantep, and Tekirdağ—underline Türkiye’s proactive approach to combating terrorism. Notably, since the 2019 collapse of Daesh’s so-called “caliphate,” remnants of the group have attempted to establish new footholds, such as the Khorasan Province (Daesh-K) network. However, Türkiye’s National Intelligence Organization (MIT) and law enforcement agencies have persistently thwarted these efforts, curbing recruitment and disrupting financial and logistical support systems. These recent developments are part of an ongoing counterterrorism strategy that has led to the arrest of over 3,600 suspects since mid-2023. This approach ensures that Türkiye remains vigilant against evolving threats while prioritizing the safety of its citizens and global stability. #Kenya: Al-Shabaab remains on the front foot In recent weeks, al-Shabaab activities in counties bordering Somalia have significantly outnumbered counterterrorism efforts by state forces. Political violence involving the group peaked in August 2024, with ACLED recording 19 incidents. September followed with 15 events—the second-highest for the year—resulting in at least 14 fatalities. In September, al-Shabaab concentrated its attacks in Mandera county, launching nine offensives, mostly targeting security forces. Lamu county witnessed the deadliest incident, where five security members were killed in an IED attack. Despite some successful security forces operations in Garissa, al-Shabaab’s operations continue to pose a growing threat in the region. Balochistan, KP dominate violence landscape in first quarter: CRSS Report During the first quarter of 2024, #Pakistan witnessed 432 #violence-linked fatalities and 370 injuries among civilians, security personnel, and outlaws, resulting from as many as 245 incidents of terror att­acks and counter-terror operations. This includes 281 fatalities among civilians and security forces personnel. #KP and #Balochistan provinces, both bordering #Afghanistan, accounted for over 92 per cent of all fatalities and 86pc of attacks (including incidents of terrorism and #security forces operations) during this period. Individually, the former suffered 51pc and the latter 41pc of all fatalities in the first quarter of 2024. The data indicates that the remaining regions were relatively peaceful, suffering less than 8pc of all fatalities. Interestingly, militant organisations claimed responsibility for less than 20pc of the total casualties attributed to terrorism in the first quarter of 2024.
