At a quick glance looks nothing like reform just a bit of virtue signalling around business sizes for the future. I of course hugely advocate for more funding for young people to get in to work based learning but think this is no where near addressing issues. For Conservation a level 7 apprenticeship is most likely to open doors to work. I an still not quite sure we have the delivery model right in the UK but there is no doubt that gaining experience and education side by side makes for a fantastic learning experience and work ready staff at the end of it. Drops or rises are rarely down to a funding band alone and three other aspects need to be considered: - were enough employers offering apprenticeships? The biggest influence on demand is whether employers are hiring (if entry level posts ) and if so are looking for skilled people or prepared to hire and develop. No jobs on offer equals no apprenticeship opportunities - were enough learners interested in those roles and occupations and/or were they aware of the demand. Learners cannot be forced to choose professions so that must be a natural connection - were enough providers and EPAOs left in the market and offering those standards. If supply side falls away so will take up. Increase in funding might help here but not with the first two categories as the employer and learner see no benefit from that Would be useful to know some of that detail behind the headlines
