The DK offshore wind auction announcements last week have triggered a lot of discussion. There are so many interesting angles but one that jumps out immediately is the pressure this will place on the supply chain to have projects in operation by the end of 2030. At Aegir Insights, we've done a really quick analysis on resulting impacts to supply chain demand for turbines, foundations, cables and vessels. The results are staggering! Even moreso if you put things in the broader European context of planned build-out by the end of the decade...

#Offshore wind power 🌷 On October 26, the 2nd phase 450 MW project of the SPIC Shandong Peninsula Nanhai Wind Power Base U1 site located in the sea, south of Rushan City was successfully put into operation and connected to the power grid, marking the largest single affordable offshore wind power project in my country - Shandong The Peninsula South U site offshore wind power project (hereinafter referred to as the Rushan project) has achieved full capacity grid connection. This milestone achievement not only demonstrates my country's significant progress in the field of offshore wind power, but also demonstrates the extraordinary strength of CRRC Zhuzhou in offshore wind power technology innovation and project delivery. 🌻 The Rushan project uses 27 CRRC Zhuzhou Institute 8.5MW semi-direct drive offshore wind turbines. This model is specially designed for offshore wind power environments. It has the characteristics of low electricity cost, excellent corrosion resistance and salt spray resistance, and can easily cope with complex offshore environments. It adopts a series of advanced technologies and cost-optimized design concepts such as regional customized blade design, lightweight semi-direct drive structure, highly fault-tolerant electrical system, overhead box-type transformer, integrated hoisting, and smart operation and maintenance. Optimization and innovation have been made in the shape design, material selection and structural details of the blades to ensure excellent aerodynamic performance, high reliability and cost-effectiveness. The cabin layout is simple and ergonomic design is fully considered, effectively reducing maintenance costs.

Since the ambitious offshore wind tender in Denmark has been issued, it has been interesting to follow the reactions. DRs "Følg Pengene" is currently broadcasting a show about this. Ørsted, Vattenfall, RWE, CIP would be the "usual suspects" to answer the call. Will Ørsted rise like a Phoenix in their home ground? Another aspect is the operational date of these 6-10GW, is it a realistic target to be operational in 2030 with the current supply chain environment or are we looking at unviable political check-mark hiding in plain sight? Today in energiwatch.dk the Dutch Minister of energy is cited to have adjusted their 21GW by 2030 plan, delaying 10GW. A good question here would be to look into how many offshore wind projects are executed towards 2030, and consider what we wish for Christmas in 2030? +10GW of offshore wind for Denmark maybe? I am ;)

Last week #Denmark launched the biggest offshore wind tender to date – aimed at bringing a whopping 6-10 GW of new capacity online by end of 2030. With neighboring countries, such as the UK, Germany and the Netherlands having similarly high ambitions for 2030, #procurement competition may be a deciding factor in which projects can actually hit target CODs. Developers will face penalties if they are delayed, so will infrastructure and supply chain be able to support this capacity? We modelled two capacity scenarios across the six Danish sites (Nordsøen I (A1, A2, A3), Hesselø, Kattegat and Kriegers Flak II) to map out quantities of demand that will be generated if all projects are executed in parallel, ending in 2030 – for the minimum planned capacity of 6 GW or if all the overplanting is realized for a total capacity of 10 GW: 🔹Across the six sites almost 350 new wind turbines with over 1,000 new blades will need to be installed in the 6 GW scenario (based on generic assumption of 18 MW turbines). 🔹This requires 350 foundations (monopiles and transition pieces) amounting to 500,000 tons of steel needing to be put into water. 🔹To bring all the electricity from the wind farms to shore, 700 km of inter-array cabling and up to 1,000 km of export cables will be needed. 🔹And finally, farm construction will require almost 2,400 days from specialist installation vessels. This is assuming that developers only seek to build-out the minimum 6 GW of capacity. The full 10 GW of capacity would require more than 550 turbines and foundations to be deployed in Denmark from 2028 to 2030 – increasing the competition for procurement in the northern European offshore wind supply chain during that period. The upcoming offshore wind tender is a must-succeed job for Denmark, Europe and the planet. But it is an audacious process that Lars Aagaard, The Ministry of Climate, Energy and Utilities, and the parties backing the climate policy has outlined. It requires a lot (too much?) from both developers and the supply chain. I am not confident that it will be a successful endeavour unless the government reduces its ambitions for payments to the state - remember: 🚧 The supply chain is - or at least has been - struggling with both capacity and profitability, and the task - just looking at the DK tender alone - is massive. It requires massive commitment from Developers in addition to paying higher costs. 📈 As interest rates has climbed, so has return requirements for Developers and their financial backers, making it ever more difficult to make ends meet when coupling with increasing CAPEX 💼 On top we have state-ownership, and the complexity of expecting P-t-X solutions in the mix as well. 🏗 Finally, in addition to managing all of the above, the Developers have to absorb the risk of xxx mDKK fines for being late. Is the 6GW-10GW goals doable? Maybe - it requires that the state is, - moderate - in setting the goalpost for payments.

SHORTAGE OF PORT CAPACITY FOR REALISING OFFSHORE WIND FARMS This week the Telegraaf and multiple other newspapers reported the lack of port capacity for offshore wind developments on the North Sea. Delegate of Provincie Noord-Holland Esther Rommel, director Zeehaven IJmuiden NV / Port of IJmuiden, Peter van de Meerakker and director Pieter van Oord of Van Oord discuss the shortage of suitable ports in the Netherlands for the construction of offshore wind farms. They argue that the planned offshore wind terminal (Energiehaven) in IJmuiden is essential for the Dutch Offshore wind plans and needs government support. The research conducted by my colleagues and me at Royal HaskoningDHV, commissioned by the Netherlands Enterprise Agency for the North Seas Energy Cooperation (NSEC) is a central point of this discussion. BlueFloat Energy has identified an exact location for the first phase of its Winds of September floating wind project off Hsinchu City, Taiwan, as the developer plans to enter Winds of September Phase 1 into the floating demonstration programme which the Taiwanese government is expected to launch later this year. Winds of September Phase 1, located approximately 23 kilometres from Hsinchu City, in the area where BlueFloat wants to build the 1 GW Winds of September floating wind farm, would have up to 12 floating wind turbines and a total installed capacity of 180 MW. If approved and built, the 180 MW project would become the first floating wind farm in Taiwan. In connection with the development of Winds of September Phase 1, BlueFloat Energy has also signed a collaboration agreement with the @Metal Industries Research & Development Centre (MIRDC) that will see the two parties performing an analysis of Taiwan's manufacturing supply chain capacity for floating wind mooring and anchoring systems. The partnership with MIRDC also aims to demonstrate the continuity between the demonstration programme and the future commercial stage of the Winds of September project. Namely, through the first 180 MW phase, BlueFloat Energy intends to deliver the adjustments in maritime engineering, port operations, and the supply chain early and make the project the foundation for Winds of September Phase 2 for participating in Taiwan's Zonal Development R3-3 bidding round. The Winds of September project, including Phase 1, has been in development since 2021. The developer has already conducted an energy yield assessment after a floating LiDAR was deployed at the site in March 2023. Together with a comprehensive Environmental and Social Impact Assessment (ESIA) process and geophysical surveys to assess key environmental constraints and soil conditions, these efforts have guided the selection and layout design of the project site, BlueFloat Energy says. We are involved in various offshore wind projects to optimize energy storage, provide cutting-edge civil engineering services, and connect clean energy to networks efficiently. Our expertise extends to identifying the best connection points and designing optimal connection architectures, including navigating complex authorization procedures. In Asia, we're part of a significant pilot project in the Gulf of Bengal, conducting feasibility studies for offshore wind farms. This involves defining technical and logistical details, including connecting wind farms to regional electric systems. In Italy, we're collaborating on several offshore projects, including an ambitious wind farm off the coast of Ravenna, aiming to install 1100 MW of wind generation capacity. This project integrates two wind farms, a floating photovoltaic plant, an energy storage facility, and potentially, green hydrogen production. Offshore wind technology presents immense potential for Italy, allowing us to harness the winds of the Mediterranean Sea. Despite the deep waters not being suitable for traditional wind solutions, offshore wind farms can operate more hours than coastal plants.
