FEMA released an updated version of the National Disaster Recovery Framework (NDRF) earlier this month. This revised framework explains the federal government’s roles and responsibilities for organizing and deploying disaster recovery assistance. These revisions incorporate valuable feedback from Tribal Nations, state and local partners, territories, nonprofits, voluntary organizations, businesses, and academic experts during the 30-day public comment period in October 2024. The NDRF aims to enhance effective collaboration between federal, state, local, Tribal, and territorial agencies and inform nongovernmental partners of their roles. The recent Independent Review of Commonwealth Disaster Funding (the Colvin Review) highlights the growing emergency management pressures on Local Government and the need to invest in preparedness, risk reduction and resilience. The challenge of integrating the often spontaneous and emergent community-led response to a disaster with the "official" emergency management response has been recognised by researchers for many decades, although it still appears as a key factor in the after-action reviews of significant events. I just came across the following quote from a 1957 paper by Fritz and Williams: "The rapid shift in values from normal to emergency, from social differentiation to social homogeneity, and the uneven, selective return to normal standards often create difficulties for organizations which have standardized policies and procedures for administering disaster relief and rehabilitation aid. Many of the problems of disaster management result from the temporary lack of "fit" between the conceptions of need of the victim population and of the organizations attempting to administer to this population. From an organizational viewpoint, solutions to this problem lie primarily in developing greater sensitivity to the prevailing climate of opinion among the victim population and greater capacity to make rapid adjustments to local situations." #NothingNewUnderTheSun

On Tuesday, September 24, FEMA initiated a 30-day public comment period to solicit input on revisions to the National Disaster Recovery Framework (NDRF). Public comments will be accepted through Wednesday, October 23, 2024. Any remarks received during the comment period will be reviewed and considered for the final version of the framework. The NDRF outlines the federal government’s roles and responsibilities for organizing and deploying recovery assistance to disaster-impacted communities. It emphasizes the importance of community driven, locally defined goals to foster effective collaboration among federal agencies and State, Local, Territorial, and Tribal (SLTT) partners.
