Corporate Resource Management Challenges
We recently had a discussion with a company Planning Manager as regards Resource Loading challenges which they regularly encounter. The company runs multiple Projects utilizing the same Resources. The implication being that almost every Resource (direct or indirect) works on more than one Project.
When the company acquires a new Project, they have to find out which Resources have capacity (time) to work on the new Project!
On most instances , the PMs and perhaps HR take a decision on who should be working on the new Project. On the contrary, that decision always creates issues and the Planning department also fails to support the Resource Allocation required.
In the meeting we found out that the Planning Leads, although well experienced, battled. Their knowledge as regards Resource Loading was found wanting. On certain instances, they misunderstood the concept!
We believe that on such scenarios, Management should be undertaken at two Levels:
1- Projects level through centralized P6 database with a centralized Resource Pool. At this level, there has to be a Resource Pool Administrator. Every Planner MUST know the concept of resource loading in depth. Avoid using anything that is Duration based and be able to guide the Contractors to perform Resource Loading effectively.
2- Company level through summarized information of the Projects resource assignment.
At this level, the system should be able to demonstrate who is working on which Project, assigned hours and available capacity for new assignment.
In the absence of the abovementioned levels of Control and Management, resource assignment to new Projects would always be on a trial and error basis. The result would be a perpetual delay on Projects delivery!
