I had the pleasure of attending the Diia Summit in Zurich this week, where the Ministry of Digital Transformation of Ukraine showcases amazing achievements related to public data, new government services, and more! In Ukraine, we can officially now marry remotely with the whole ceremony using just videocall. Imagine that! Now we do not have the luxury not to innovate - we must address challenges now and do it fast. When the war started many cyber attacks happened on Ukrainian Government services - it took 44 days to move the whole infrastructure to EU data centers. Imagine that. Just 44 days for the government to move the whole data and services abroad! Europe will learn a lot from Ukraine, especially by making the Diia solution an Open source for other countries to build their digital government services on this platform. Especially proud of these amazing women on the panel like the Director, CEE & Transatlantic Public Policy at Google Marta Poslad, the Head of Ukraine Civil Government Programme at Palantir Inga Kolba, and Regional Public Policy Lead, Central and Eastern Europe at Meta Kateryna Kruk they shared how their companies supported Ukraine by giving products, helping with infrastructure, and dedicated teams and people to support and solve problems that continue come up. From teaching doctors in Metaverse how to make complicated surgery to providing cloud services, cyber security assistance, and data protection. This panel proudly shows that women are also part of the digital transformation happening now. One of the key announcements was that the World Economic Forum will open a Global Technology Center in Kyiv. It's just wow! So if you want to help Ukraine - do not just show up with money and funding - help with expertise and services as well. Help us to innovate. We do not know how to address many things during war and periods of uncertainty - we just continue to work and do what we can the best - innovate. 🇺🇦 🇺🇦 🇺🇦

The U.S. Department of State has published its ‘United States International Cyberspace & Digital Policy Strategy’ that focuses on digital solidarity, which is a willingness to work together on shared goals, stand together, help partners build capacity, and provide mutual support. Collaborating with other federal agencies, the Department of State aims to steer international involvement in #technology diplomacy and align with the National Security Strategy and National Cybersecurity Strategy. To build broad digital solidarity, the strategy lays out three guiding principles and four action areas. “Central to our strategy is the effort to build digital solidarity – working together to offer mutual assistance to the victims of malicious cyber activity and other digital harms; assist partners – especially emerging economies – in deploying safe, secure, resilient, and sustainable technologies to advance their development goals; and builds strong and inclusive innovation economies that can shape our economic and technological future,” Antony J. 🌐 Sweden's new strategy for cyber and digital in foreign affairs unveiled 🌐 I had the privilege of attending the launch of Sweden's groundbreaking strategy for foreign and security policy in the digital era today at KTH. This visionary strategy was presented by Maria Malmer Stenergard, Sweden's Minister for Foreign Affairs, and the launch also included (among other parts of the programme) a compelling speech by Anders Söderholm, President of KTH Royal Institute of Technology. His words resonated deeply as he highlighted the intrinsic link between sustainability and cybersecurity. To sum up my interpretation was "IF no cybersecurity, THEN no sustainability." Key highlights from the strategy include: - A focus on emerging technologies like AI, quantum computing, and 6G, with a strong emphasis on shaping global norms and standards. - Strengthening international partnerships through the EU, NATO, and bilateral collaborations to counter cyber threats and promote democratic digital spaces. - A commitment to sustainable development, bridging digital divides, and using technology as a tool for democracy and human rights. A personal reflection when reading the strategy (click below) is; while Sweden is small in size and lacks control over ICT infrastructure like global networks and the leading cloud services, this only underscores the need for robust cybersecurity, -resilience, and digital sovereignty. To succeed, we must carefully select trusted players to collaborate with and aim to be the global leader in securing and optimizing the use of (often) external ICT infrastructure. This is a powerful call for action and innovation, not just to safeguard our interests, but to set a standard for others to follow. Congratulations to Henna Virkkunen, Executive Vice-President Commissioner Designate for Tech Sovereignty, Security, and Democracy, on her impressive hearing with lawmakers yesterday. As my colleague Elisa Caner and I watched it closely, we were struck by her timely insights into advancing Europe’s competitiveness - particularly as we work to harness the rapid growth of critical technologies while safeguarding digital sovereignty. While promoting the advent of flagship initiatives such as the EU Cloud and AI Development Act, Virkkunen stressed that "an act is not the answer to everything." She advocated for a balanced approach that blends strong policy with innovation, reduces red tape, and accelerates investment. Virkkunen also acknowledged Europe’s lag in critical areas such as 5G, fiber rollout, AI, cloud technologies, and digital skills, and highlighted the necessary initiatives to bridge these gaps. Her focus on accelerating AI adoption across key sectors demonstrates her understanding of the urgency to maintain Europe’s global competitive edge. If Finland is the blueprint, Europe is in great hands. Secretary Blinken launched the United States International Cyberspace and Digital Policy Strategy during his keynote address at the 2024 RSA conference in San Francisco. This strategy updates the previous International Strategy for Cyberspace, released in 2011, and focuses on the concept of digital solidarity, which is a willingness to work together on shared goals, to stand together, to help partners build capacity, and to provide mutual support. Digital solidarity recognizes that all who use digital technologies in a rights-respecting manner are more secure, resilient, self-determining, and prosperous when we work together to shape the international environment and innovate at the technological edge. The concept rests on efforts to build digital and cyber capacity so that partners are not only better able to build a defensible and resilient digital ecosystem over the long term but are also able to respond and recover quickly when incidents happen and to hold criminal and malign actors accountable. This new strategy sets out a path for the United States to mobilize all resources at its disposal to implement an affirmative and proactive vision for our digital world while building digital solidarity with partners, allies, and stakeholders. Yesterday at the Forum 2000 Foundation Conference in #Prague, I had the privilege of joining a panel on “𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗗𝗲𝗺𝗼𝗰𝗿𝗮𝗰𝘆: 𝗜𝗻𝗳𝗹𝘂𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗜𝗺𝗽𝗮𝗰𝘁”, where I shared Microsoft's perspective on the link between democracy and economic prosperity. When democracy thrives, our communities benefit—driving business growth, creating jobs, and fostering innovation. With #AI expected to add €2.7T to the European economy, there’s tremendous potential for growth. However, rising global tensions are increasing #cyberthreats to democratic institutions, especially in the public sector. If Cybercrime were a nation, it would be the world’s third-largest economy. At Microsoft, we’re committed to addressing these threats. Through our Democracy Forward initiative, we’re investing in election protection and cybersecurity, leveraging AI to analyze 78 trillion signals daily to prevent billions of attacks and safeguard critical infrastructure. Yet, we know that technology alone isn't enough. That’s why we’re supporting the EU Cybersecurity Skilling Academy to train 100,000 cybersecurity experts across Europe in the next two years. Our experience in Ukraine shows the vital role business can play. We’ve invested over $540M since the war’s start, helping Ukrainian companies and the government move their critical systems to the cloud under attack. This partnership highlights how technology and collaboration can secure democracy. Personally, it is rewarding to advance Microsoft’s solutions and expertise to help organizations and government institutions in Central Europe become more secure and resilient. 🇪🇪 The Second Day of the Digital Summit: Advancing Practical Security Solutions The second day of the Tallinn Digital Summit (TDS), held in Tallinn, focused on practical security solutions in the digital domain. Topics included cybersecurity, the opportunities and challenges of artificial intelligence, and intergovernmental partnerships. Foreign Minister Margus Tsahkna emphasized Russia's war of aggression in Ukraine: “You cannot have sustainable peace by taking away the hope of Ukrainians for a better future – a future as a member state of the European Union, as a member of NATO, enjoying collective security and keeping Russian aggression from ever happening again.” “We can’t hide and let arbitrary forces shape our common world. Estonia as a small country understands it as an existential matter." "Never alone again“ – has been a guiding principle for our policy ever since restoring our independence," he stressed. A discussion on internet freedom, organized in collaboration with the think tank Freedom House, highlighted the growing risks associated with internet expansion, technological advancement, and the rise of artificial intelligence. For instance, internet disruptions can have life-threatening consequences across various sectors. Estonia's goal as coalition chair next year is to focus on inclusion to ensure innovation in the digital field while paying close attention to human rights.
