Mongolia signs the Ljubljana Hague Convention.The Convention is a landmark in international justice as it considerably expands the scope of crimes that trigger state obligations to extradite or prosecute (aut dedere aut judicare, Article 14) well beyond those already existing under international treaty law. The Convention on the Prevention and Punishment of the Crime of Genocide does not provide for aut dedere aut judicare obligations on states parties, and there is not yet a finalized international convention on Crimes against Humanity. War crimes committed in violation of the 1977 Additional Protocol II to the 1949 Geneva Conventions also do not trigger the same obligations. However, Article 14 of The Ljubljana – The Hague Convention provides that the aut dedere, aut judicare obligation applies to all crimes covered by the Convention generally, including genocide, crimes against humanity, and war crimes committed in non-international armed conflicts. World day for International Justice, also known as International Criminal Justice Day is celebrated throughout the world on 17th July as an effort to recognize the emerging system of international criminal justice. International Justice Day commemorates the historic adoption of the Rome Statute on 17th July 1988. The Rome Statute of the International Criminal Court is the treaty that established the international criminal court. It was adopted at a diplomatic conference in Rome, Italy on 17 July 1998 and it entered into force on 1 July 2002. As of February 2024, 124 states are party to the statute, however India is not a member of ICC, along with countries like China, Russia, US etc. According to the treaty, The International Criminal Court is a permanent institution that has the power to exercise its jurisdictions over persons for the most serious crimes of international concern. The Rome Statute established four major international crimes: genocide, crimes against humanity, war crimes and the crime of aggression. International Justice Day marks the importance of continuing the fight against impunity and bringing justice to the victims of war crimes, crimes against humanity and genocide. It is meant to ensure accountability for some of the most serious crimes and remind the world of the ICC which is meant to guarantee justice.

Notably, Reporters Without Borders filed a complaint citing war crimes against journalists, while nine Israeli families lodged a complaint for war crimes, crimes against humanity, and genocide against Hamas leaders. Additionally, Palestinian human rights organi filed a complaint for war crimes, apartheid, genocide, and incitement to genocide against Israeli leaders. In parallel, the International Court of Justice (ICJ) has scheduled public hearings for February 2024 to address legal consequences stemming from Israel's policies in occupied Palestinian territories, as requested by a United Nations General Assembly resolution. Neutral international bodies like the ICC and ICJ must deliver fair and unbiased verdicts to foster global stability and avert catastrophic conflicts, such as a potential Third World War. To achieve this, it is imperative to address the grievances and sense of deprivation experienced by less developed nations. The unchecked actions of powerful states, such as the USA, UK, France, and Germany, which often provide explicit and tacit support to rogue states like Israel, exacerbate global tensions and inequalities. These actions not only undermine international law but also fan the flames of war, fueling cycles of violence and resentment. Bringing such nations and their actions under scrutiny through neutral and just legal mechanisms is essential. Accountability for supporting oppression and destabilizing global peace must become a cornerstone of international law. Putin is in Mongolia, an ICC Member State. Countless organizations and other states have called on Mongolia to follow their obligations and arrest Putin in line with his indictment for child deportation. Deep down, we know this is unlikely. Should Mongolia continue to refuse, they should be reprimanded sternly by states with an interest in upholding international law.
