This is horrible but also complicated. In some cultures, even today unfortunately, raping young girls is not considered that bad unless she is married, in which case it's considered a major crime punishable by even death. In some of these places, fathers look to 'marry' off there daughters as soon as possible as a form of protection. I'm not justifying it and am not sure if that is the case here, but I think understanding the full scale of an issue is critical for finding solutions.
