Willetts acknowledged that that new Labour ministerial team are “focussed”, “serious minded” & are going to be “drawing heavily on evidence” before making decisions on public sector policy. Labour has already acknowledged within its party manifesto that the higher education sector is in a funding crisis, with the possibility of #universities going bust high on the risk register. “Tightening the regime on agents and ensuring that agents operate correctly, don’t make wild and unsubstantiated promises, and there is a genuine #academic minimum level of academic achievement required for getting to #British #university is a really important part of ensuring credibility in the sector,” he said. Willetts outlined “a tightening of the relationship between universities & UK Home Office #visa function”, which would create “greater confidence in tracking people leaving the country” and quell the panic about #internationalstudents overstaying their visas. In a note of caution, Willetts warned a potential deal-breaker on support for #internationalstudent numbers would be added pressure on public services. 🚨 Update on International Students for UK. The UK government has increased the financial savings requirements for international students for the first time since 2020. Starting January 2, 2025, students coming to London must show evidence of £1,483 per month, while those studying elsewhere in the UK will need £1,136 per month. "... there was an expectation universities should 'manage their budgets', as independent institutions..." Yes. I wouldn't argue against that. Unfortunately, with the fee cap in place, more options for UK youngsters (a good thing), demographic changes, and severe difficulties in recruiting students from overseas, it is increasingly the case that budgets are being managed by cutting costs, particularly staffing costs. There are some highly qualified and experienced senior managers in higher education, managing budgets very effectively, but when costs always rise and income is stagnant at best for years on end, the crunch point will come. Over 60 universities in the UK are now cutting staff. More will follow. And unfortunately, I believe that we are not far away from seeing the first UK university to go bust. In the marketised, competitive context of UK HE, that was always a possibility, and some may see it as not necessarily a bad thing, if a "badly run" institution fails, but the effects on staff, students and the local and regional economy would be huge. I don't have all the answers, but I do know there are a lot of questions that need resolving, and quickly. Led by pressure? Or thinking with the imminent election in mind? Either way The Prime Minister has backed down from any serious reform of the #graduateroute Instead, the MAC's recommendation for an agency framework will be proposed. It also looks like stricter sponsorship conditions, a review of the English language requirement and a focus on "face to face" teaching delivery will come into play. No doubt the #internationalstudent debate will remain on the cards for the next government. I also wonder if there might be any manifesto pledges around this issue? What’s truly broken here is the disconnect between power and responsibility. If the government controls tuition fees, teaching standards, the composition of domestic students, and the number of fee-paying international students, shouldn’t it be held accountable for the outcomes? The Group of Eight CE Vicki Thomson told The Australian in a story about Government plans on to pursue cuts to the international student intake and net migration through a revamped Ministerial Direction, that the “confused and mismanaged policy discussion” surrounding international education had “hit the economy hard”. “Managed growth is crucial but the uncertainty of the discussion around caps, coupled with increased visa fees, means prospective students are voting with their feet and choosing not to come to Australia and we have seen $3bn ripped out of the economy,” she said. The Go8 says that our economy is in free fall - with seven consecutive quarters of falling GDP per capita. We are already in a technical recession and can’t afford to see billions of dollars ripped out of the economy because the government has taken a ham-fisted approach to international education.
