🇺🇦 🇩🇪 At the House of Decentralization in Kyiv, U-LEAD with Europe brought together mayors and local leaders for a discussion with GIZ’s upper management on strategies for strengthening the resilience of Ukrainian municipalities amid war and post-war reconstruction. The meeting focused on establishing a shared vision for recovery, addressing key challenges in rebuilding, and enhancing collaboration with international partners. 🤝🏻 The exchange took place between Oleksandr Sytailo, Mayor of Malyn municipality (Zhytomyr Oblast), Svitlana Bytsko, Mayor of Dobrianka municipality (Chernihiv Oblast), and Mykhailo Netiazhyk, Mayor of Fastiv municipality (Kyiv Oblast) and Carsten Schmitz-Hoffmann, GIZ’s Director General for Europe, Mediterranean, and Central Asia as well as Bastian Veigel, Programme Director of U-LEAD with Europe. Oleksandr Sytailo, mayor of Malyn, Zhytomyr region, emphasized the scale of the challenges his municipality faces: “Our municipality, which is located near the border, has been severely affected by the war, and about 100 objects are completely beyond repair. Every day we face new difficulties. We applied to U-LEAD’s Project Preparation Facility to receive specialized support, and our application was selected. We are sincerely grateful to U-LEAD for its support in these difficult times.” Carsten Schmitz-Hoffmann emphasized: “We are constantly working to further increase the impact of our work to support Ukrainian municipalities as they resist against the consequences of the Russian aggression. Our aim is to deepen cooperation between Ukrainian hromadas and its European partners, fostering stronger ties that support resilience and recovery.” Bastian Veigel stressed: "We are proud that U-LEAD exemplifies the collaborative efforts between the European Union, its member states, and Ukraine to strengthen local governance. The knowledge shared and the reforms advanced through this partnership will be vital in supporting Ukraine’s journey toward EU membership. 💡 U-LEAD with Europe, a collaborative effort of the EU and various of its member states, remains dedicated to empowering Ukrainian municipalities with the tools and knowledge essential for a resilient, democratic and prosperous future. As the newly elected European Parliament and the European Commission under the renewed presidency of Ursula von der Leyen are set to begin their work, Thorsten Schäfer-Gümbel, Chair of the Management Board of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and I have jointly published an article in POLITICO yesterday on why the EU needs to stay engaged in fragile contexts. In an interconnected, increasingly complex and fragile world, crisis, conflicts and wars quickly spill over. National or even continental borders become irrelevant. National solutions are no longer the answer to international challenges. The European Union has a special responsibility for its neighbouring continents and should play a leading role in international cooperation. Peace, poverty, stability and resilience are interconnected and should be dealt with in a comprehensive way. International cooperation benefits both European citizens and all countries in need. In this interconnected and increasingly fragile world we cannot exclude countries and regions outside Europe. We will be affected by a further increase in global social, economic and ecological crises and protracted violent conflicts. Neglecting that kind of assistance in fragile contexts is most likely to result in missed opportunities to reap the benefits of greater stability and peace. 🗨 "Social dialogue about reconstruction has an important place. Open, honest discussion. It is necessary to understand that everything we do today as part of the reconstruction is necessary to continue living, survive this war and bring victory closer," is one of the main theses of the conference "Reconsidering Reconstruction: Ukrainian Communities on the Frontline of Victory". The conference was held on April 10 in Kyiv and became a platform for expert discussion of recovery and reconstruction during the war and after victory. An integral part of these processes is transparency and anti-corruption compliance.
