France has raised its national terror threat level to 'Attack Emergency', the highest level, in response to Islamic State claiming responsibility for a recent terror attack in Moscow and ongoing threats to the country. This decision comes after a previous reduction in the threat level in January 2024. The country had previously raised the threat level to 'Attack Emergency' in late October 2023, prompted by multiple incidents, including a stabbing in Paris and two foiled plots linked to developments in the Middle East. With the upcoming 2024 Olympics, France was already planning a comprehensive security strategy, including robust counter-terrorism measures. We expect increased policing and security presence in public areas, especially transport hubs and crowded venues. The global terror threat remains high, with recent incidents and increased terrorist propaganda advocating for attacks. Businesses should be prepared for potential impacts, including on staff, premises, and customers.
