Changes Announced by Immigration Minister Erica Stanford. The changes announced include: - Introduction of an English language requirement for migrants applying for low skilled level 4 and 5 roles. - Implementation of a minimum skills and work experience threshold for most AEWV roles. - Requirement for employers to engage with Work and Income before approval to bring in migrants for level 4 and 5 roles. - Reduction of maximum continuous stay for most level 4 and 5 roles from 5 years to three years. - Disestablishment of the franchisee accreditation category, with affected businesses applying through standard, high-volume, or triangular employment accreditation pathways. - Government's decision to not progress plans to add 11 roles to the Green List. Closure of the Work to Residence pathway for bus and truck drivers to new applicants due to filled shortages. The announced changes are significant, including the introduction of an English requirement for certain work visas, a departure from previous practices. Policy specifics for the skills and experience requirement for AEWVs are yet to be clarified. The decision to halt Green List additions announced in Oct 2023 may affect migrants relying on these changes for residency pathways. 2024-25 Federal Budget Immigration Highlights: Headline Reduction in Immigration, Moves to Bolster Skilled Immigration 🇦🇺 🛫 Treasurer Jim Chalmers' 2024-25 Budget introduced several policies impacting Australian immigration. The Prime Minister and Treasurer have been in the media in recent weeks, outlining plans to halve immigration. However, the Budget has recognised the ongoing skills shortage with several measures to bolster skilled immigration, including: 1. Allocating over 70% of the Permanent Migration Program to skilled immigration 2. A reduction in the skills threshold for 482 visas, requiring applicants to have only worked for 1 year 3. A new National Innovation Visa to attract top global talent 4. A new Mobility Arrangement for Talented Early Professionals (MATES) scheme to bring university-graduated professionals from India 5. Support for skills assessors to speed up assessments for foreign workers in the building and construction industry This is in addition to several other reforms that will shape the migrant workforce, such as an expanded Working Holiday Maker program to India, China, and Vietnam. The US economy has always been strengthened by the contributions of international newcomers, yet many of their potential benefits are undercut by an outdated and restrictive immigration system. International newcomers are vital to the health of the workforce, driving growth and innovation across industries. Immigration is a key driver of economic progress. International newcomers increase the economy’s stock of human capital and ideas, two crucial ingredients for long-run economic growth. From the tech industry to healthcare, international newcomers bring diverse skills, ideas, and perspectives that fuel creativity and technological advancement. These contributions are essential to long-term economic vitality. Historical research shows that immigration has had a positive impact on US growth, and the future potential for growth through immigration remains strong. The US economy thrives when international newcomers are able to contribute their skills to the fullest extent, and policies that enable this are critical to maintaining the nation’s competitive edge. Yet, to fully harness these benefits, international newcomers must be granted fair labor rights. When workers—whether foreign-born or US-born—are denied full labor protections, it not only harms their lives but can also negatively affect the workplace as a whole. Providing immigrants with equal rights in the labor market—such as pathways to permanent legal status and access to green cards—would result in higher wages, better working conditions, and improved outcomes for all workers. Policies that allow international newcomers the freedom to move between employers and control their own immigration status would help break the power imbalance that currently exists and benefitting both foreign-born and US-born workers. Immigration is essential to the U.S. economy, and the evidence is clear: policy reforms that support immigrant workers benefit everyone. By streamlining pathways to citizenship, expanding access to green cards, and improving labor standards enforcement, we can unlock the full potential of international newcomers in the workforce.
