Water Operator Models have several components, i.e., the responsibilities of actors, from the regulator (if any)and across the service value chain to the last mile. Like energy flows, which should be converted to one form or another, there is always a flow of resources to actualise the water service delivery at the last mile. The resources are attitude and practices (e.g. gender/catchment management), infrastructure/equipment, finances, knowledge(reporting and information, skills), energy and water in a regulatory environment.
