At the the 28th Forum 2000 Conference in Prague, I had the privilege of joining an exciting panel session titled “Human Rights in the Age of AI: What Next?” in cooperation with the European Union Agency for Fundamental Rights. Alongside Iverna McGOWAN (United Nations), Veronika Bílková (Charles University), and Noah Oder (OECD), we tackled some of the most pressing issues surrounding AI and human rights. We dove deep into topics like Ethics in AI, exploring how algorithmic biases can widen inequality and how we can make AI more accessible to underserved communities. We also explored the regulatory landscape, including the EU AI Act, and discussed how global efforts are shaping the future of AI governance to ensure fairness and accountability. A special thanks to Pavel Pšeja for his excellent moderation, guiding us through these complex and timely discussions! Fully agree with Murat Durmus that this is such an important and significant paper despite being a couple of years old. Building on this work, Lord Tim Clement-Jones has also just published a book “Living with the Algorithm: Servant or Master?: AI Governance and Policy for the Future” which is a very insightful read. Book description “An authoritative guide to what is needed for AI governance and regulation from expert authors internationally involved in the practical world of AI. This book tackles the question of why AI is a distinct challenge from other technologies and how we should seek to implement innovation-friendly approaches to regulation. It sets out many of the risks to be considered, why regulation is needed, and the form this should take to promote international convergence on AI governance and the responsible deployment of AI. This is a highly readable prescription for AI governance and regulation designed to encourage the technological goals of humanity whilst ensuring that potential risks are mitigated or prevented and, most importantly, that AI remains our servant and does not become our master.” Manchester Met University Research - Department of Computing & Mathematics

The issue is more urgent than ever. by the Council of Europe and The Alan Turing Institute (Dr. David Leslie, Dr. Christopher Burr, Dr. Mhairi Aitken, Josh Cowls, Michael Katell, Dr. Michael Katell, Morgan Briggs) "Graduates of philosophy and human sciences will be in high demand in the future to investigate AI-related processes through a human lens." ~ Murat Durmus (Mindful AI) The purpose of this primer, co-produced by The Alan Turing Institute and the Council of Europe, is to introduce the main concepts and principles presented in the CAHAI's Feasibility Study for a general, non-technical audience. It also aims to provide some background information on the areas of AI innovation, human rights law, technology policy, and compliance mechanisms covered therein. It is not making headlines...yet...but AI in public services will have a significant impact on our lives. Last week we thrashed this out with different voices that may influence the next government; Public Law Project, James Plunkett and Tony Blair Institute for Global Change. Jeni Tennison challenged a ‘gung ho’ approach when so much is at stake. That doesn’t mean rejecting a role for tech. It does mean getting serious about who gets to decide why, when and where it should be used. Because public voice and democratic mandate matters for purpose, trust and for effectiveness. We call on Labour to listen to the independent civil society voices building a positive programme; for effective and equitable use of data and AI in public services and beyond.

OUT NOW: In my piece for The Cambridge Student, I discuss the impact of AI on human rights, focusing specifically on AI as a new frontier for warfare and surveillance technology. https://lnkd.in/eWF-2KRE This article was spurred by two events occurring days apart: the first, a protest outside of the Cambridge Union in response to it hosting Palantir founder, Peter Thiel - an organisation criticised for their controversial role in NHS data contracts and application of AI to warfare; the second a panel discussion hosted by Centre of Governance and Human Rights (CGHR), University of Cambridge spanning from 'the relationship between tech and governance' to 'whether AI should be granted personhood'. What trail of research and discussion did these two events prompt? Inspired by the intellectually illuminating speakers on the panel - namely, Dr Sebastián Lehuedé, Dr Mathias Risse, Dr Matt Mahmoudi, Jude Browne, Ella McPherson, and Sharath Srinivasan - this article discusses a few of the ways in which the under-regulation of AI can have damaging impacts. In the midst of an AI revolution, in which the benefits of such an development are opening avenues to innovative capabilities for societal advancement, it remains important to - as with any new advancement - check power imbalances, and the consequences of misuse or over-reliance on such things. How does A.I. impact communities of color? Amber Ivey (AI), MPA, JD eloquently articulated how AI, despite its apparent independence as a system, operates based on the data it is fed. This means that if the individuals providing data to AI harbor biases, those biases will inevitably be reflected in the AI's outcomes. And sadly, we're all too aware of the pervasive racial biases that exist within our society. As we celebrate the advancements in AI and its potential to revolutionize various sectors, including law enforcement, it's crucial to heed Amber's warning about the unintended consequences. She astutely pointed out how these biases could manifest in technologies used by law enforcement, potentially leading to the targeting of certain communities, particularly those of color. Amber's insights serve as a poignant reminder of the responsibility we bear in ensuring that the technologies we develop and deploy are not only innovative but also ethical and equitable. It's imperative that we actively work to mitigate biases in AI systems to prevent further exacerbation of existing societal inequalities. Our conversation with Amber Ivey was both enlightening and thought-provoking, prompting deeper reflection on the ethical considerations surrounding the intersection of data, technology, and the law. I am sharing the post below from Issues in Science and Technology. Many may read the word “equity” and a Black, Brown, Asian, or woman’s issue. It is not. It is a future human and societal issue regardless of how you may identify or have been raised. A Community Agenda for Artificial Intelligence After several instances when facial recognition software led to the arrest of the wrong person—including a woman who was charged with carjacking when she was eight months pregnant—Detroit, Michigan, recently overhauled how its police department uses the technology. Among other policy changes, police now need corroborating evidence, rather than a facial recognition match alone, in order to make an arrest. But as Shobita Parthasarathy and Jared Katzman point out, misuse of facial recognition technology is only one of the myriad ways that marginalized people can be disadvantaged by artificial intelligence tools. And often powerful corporations and governments respond to equity and justice concerns with little more than technical tweaks. For Parthasarathy and Katzman, this isn’t enough: “If we are concerned by equity in the age of AI, shouldn’t those with the most at stake have an important role in shaping the governance agenda?” They argue that AI designers and regulators should seek out partnerships with marginalized groups—not simply to reduce harms, but to meaningfully benefit all communities.

But should you? Meredith Broussard, a data scientist, journalist and associate professor at New York University, explores this question in her new book, More Than a Glitch: Confronting Race, Gender, and Ability Bias in Tech. She argues that the ways we think about tech design create deep-seated problems, because of how these systems can end up reflecting preexisting real-world biases. Broussard spoke with Spark host Nora Young about the book and how we should approach the use of AI and other technologies to address social issues.
