Most Arizona cities already stage open primaries, with Tucson being a notable exception." ✅All candidates, whether a member of a political party or an independent, would compete. ✅ #Prop140 removes the barriers for independent candidates, who by definition aren't allowed in partisan primaries. ✅Levels the playing field for candidates by requiring the same # of signatures to qualify for the ballot regardless of party — currently unaffiliated candidates need 6x the amount than partisan candidates ✅Prop 140 would remove taxpayer funding for partisan primaries. In 2024, 22 states held closed presidential primaries or caucuses, denying over 27 million voters not registered with a major party the right to participate fully in our democracy. This Unite America Institute report sheds light on these voters who we call “Excluded Independents”. This report offers policy solutions — already in use across dozens of states — that closed primary states could implement to allow independents to participate in all elections, while giving all voters more voice and more choice.
