2wPE Portfolio Managers generally believe this to be true, however it's the specific ROI of the opportunity which sells the additional costs of an "interim" to the PE houses. When I've modelled (and delivered) the added value, the ROI on an interim leader's costs is typically 20x - now that's a compelling argument to hire!
