“E-PORTS Shipping Agency Column” | The Shipping Transportation of Dangerous Cargos

As we all know, in shipping transportation, the safety of ships and cargo transportation especially the transportation of dangerous cargos, is particularly concerned by shipowners, cargo owners, customs and other relevant departments. In order to resolutely prevent and curb the occurrence of transportation accidents, the customs department has formulated perfect regulations on the supervision and management of dangerous cargo transportation. Then today we will talk about important matters which need to be emphasized especially and the role shipping agent needs to play in the transportation of dangerous cargos.

The Classification of Dangerous Cargos

First of all, we must clarify the definition of dangerous cargos: all goods with corrosivity, pyrophorisity, inflammability, toxic properties and explosiveness, which are easy to cause personal injury and property damage in the process of transportation, loading, unloading and storage and need special protection, belong to dangerous cargo and are divided into the following nine categories:

l Explosive material: explosive

l Compressed gas: oxygen and hydrogen

l Flammable liquids: gasoline and diesel

l Flammable solids

l Oxides and organic peroxides

l Toxic material: cyanide

l Radioactive material

l Corrosive products: vitriol

l Other dangerous goods: battery pack

Although there are many kinds of dangerous cargos, it should be noted that according to the national regulations, dangerous cargos can only be transported by three kinds of ships: oil tankers, LNG carriers and chemical carriers.

Notes on Shipping Transportation of Dangerous Cargos

Different from the ordinary cargo transportation by ship, when the ship receives the dangerous cargos list, the technical specification of dangerous cargo signed by the competent authority of dangerous goods identification must be obtained from the consignor through the agent including name of dangerous cargos, the United Nations number, physical and chemical properties, first aid measures, firefighting methods, stowage requirements and notes, and notes on loading, unloading, import and export transportation of dangerous cargos.

During the loading of dangerous cargos, the pilot on duty shall arrange for sailors to hang or display specified signals according to port regulations. The captain and the chief officer shall not leave the ship at the same time and shall keep sufficient personnel to stay on board. All personnel on duty should conduct patrol inspection and prevent fire disaster according to regulations.

The pilot on duty shall regularly check the pyrotector. The third engineer and carpenter shall regularly measure the bilge oil tank and sewage well. Effective measures shall be taken immediately and recorded in the navigation log once any abnormality is found. In addition, the double bottom fuel tank of cargo hold should not be used generally. If heating is required, they should first obtain the consent of the captain and wait for the worker responsible for heating to heat until the ship is mobile.

The difference between Shipping Agencies of Dangerous

Cargos and General Cargos

Different from the shipping agent responsible for general cargo agency, the shipping agent responsible for dangerous cargos needs not only to be familiar with the business process of shipping agency, but also to have a business license of dangerous cargos. Its main purpose is to ensure that the shipping agent can predict potential safety hazards in the process of loading and unloading dangerous cargos after the ship arrives at port, and avoid accidents. Even if there are unfortunate accidents, he can deal with it according to rich professional knowledge.

When the shipowner and the shipping agent of dangerous cargos reach a business cooperation, besides the customs declaration materials, the shipping agent of dangerous cargos also needs to obtain the following materials from shipowner: the inspection result of packing property of dangerous cargos, the identification result of packaging of dangerous cargos and product description including Chinese and English versions.

In addition, due to the particularity of dangerous cargos, only specific ports can be used for ships with dangerous cargos to berth and complete loading and unloading. Therefore, when the shipowner does not know about the port of the port country or city, the ship agent of dangerous cargos should provide the shipowner with advice and the optimal port selection scheme in advance.
