Most hiring managers, recruiters and HR reps make their decision to give (or recommend you for) an interview in an average 15 seconds - barely enough time to do a quick skim of your resume. When you include a cover letter, you give your reader a choice to read the document that 97% believe is "seller's fluff" and that doesn't contain your features/benefits.

Sometimes, cover letters are requested/required, but there's a better solution than a cover letter that works against you.
