PAST THE TIME TO TALK THE TALK AND WALK THE WALK
Washington, DC – Most regrettably, neither the Government of the United States of America nor that of the Republic of Portugal is committed to the legacy of Aristides de Sousa Mendes do Amaral e Abranches’ (ASM) “acts of conscience” nor in rebuilding and advancing Luso-Judaic relations.
Two days ago, the United States – Portugal Standing Bilateral Commission (SBC) met here the nation’s capital. At the conclusion of its session, and as usual, the SBC issued a joint statement on its work.[1] No doubt great work is taking place that mutually benefits both nations.
But this meeting was yet another missed opportunity to strengthen – even further – bilateral relations between both nations; as well as repairing Luso – Judaic relations.[2]
Despite having asked, repeatedly, nothing in the agenda addressed:
I. FUNDING FOR CASA DO PASSAL
The Biden Administration takes immense pride in claiming that human rights are at the core of its foreign policy.[4] As Secretary Blinken[5] stated on February 24, 2021:
“The United States is committed to a world in which human rights are protected, their defenders are celebrated, and those who commit human rights abuses are held accountable. Promoting respect for human rights is not something we can do alone, but is best accomplished working with our allies and partners across the globe. President Biden is committed to a foreign policy that unites our democratic values with our diplomatic leadership, and one that is centered on the defense of democracy and the protection of human rights.”
That policy was reflected and integrated into a well done event, moderated by US Ambassador to Portugal, Randi Charno Levine,[6] this past May 8, at FLAD – The Path to Democracy: US – Portugal Relations During the Carnation Revolution and Beyond.[7]
And human rights were also reflected in President Biden’s eloquent words on one of the pressing issues of our time – antisemitism.[8]
“During these sacred Days of Remembrance, we grieve. We give voice to the 6 million Jews who were systematically targeted and murdered by the Nazis and their collaborators during World War Two. We honor the memory of victims, the pain of survivors, the bravery of heroes who stood up to Hitler’s unspeakable evil. And we recommit to heading and heeding the lessons that [of] one of the darkest chapters in human history, to revitalize and realize the responsibility of ‘never again.’”
Mr. President, Secretary Blinken and Amb. Levine, I have been asking for funding for well over a year. I have suggested that this be an issue to be addressed by the SBC.
While I welcome and cherish the beautiful words that have been spoken, I have seen no financial commitment. What I have asked for is a mere pittance compared to the assistance being announced for other critical allies, albeit important matters.
With all due respect and humility, my distant relative – Aristides de Souse Mendes do Amaral e Abranches – the “Portuguese Schindler”[9] – is worthy of the request. If the relationship between the United States and Portugal is so “special,” and it is, fund this project.
The same message applies to the Portuguese Government. If it can fund other and similar projects, why not this one?[10]
II. Granting Counselors “Observer” Status on the Commission
On a separate but related matter, in a letter of April 27, to the Secretary of State for the Portuguese Communities, José Cesário, I raised the possibility of Counselors, of the publicly elected Council of the Portuguese Communities, being allowed to sit as observers on SBC meetings.
I argued that those of us that are asked to advise the Portuguese Government, unlike in the past, should be given more access to forums where issues impacting our communities are discussed. This will only make our recommendations and suggestions more substantive and better informed.
Yet, not even an acknowledgment from the Montenegro Administration, including the Prime Minister, Luís Montenegro nor his Chief of Staff, Pedro Perestrelo Pinto, the Foreign Minister, Paulo Rangel, the Secretary of State for the Portuguese Communities, nor the Portuguese Ambassador, Francisco Duarte Lopes.
With all due respect, this is unacceptable as I am a duly elected member of a government entity – the Council of the Portuguese Communities – and was invited to and accepted to serve as an advisor on the Washington, DC Portuguese Embassy’s Advisory Council.
The old ways of one way communications are over. A new paradigm needs to be adopted – one that respects and welcomes two-way communications; and is results oriented. A partnership that meets the needs of our constituencies – not just the needs of the governing party and ruling government.
More so, when others and I serve, in these uncompensated roles.
Not a very good way to begin our tenures as public servants.

III. Conclusion
Please, spare us the selfies, the group pictures, and self-congratulatory remarks and all the euphemisms – bromides – related to “bilateral relations.” Right now, the genuineness of the commitment remains very much in question.
Because neither one of these issues made it to the SBC’s agenda and I have not received the courtesy of a response, I can only conclude that perhaps neither government is really interested in the needs of the community, respects the memory of my distant relative - the Portuguese hero and Holocaust rescuer.
Distinguished ladies and gentlemen, actions speak louder than words.
It’s past time for both governments to “talk the talk and walk the walk.”
If not now, when?
