Rhode Island to Launch New Offshore Wind Solicitation
Several big news today on offshoreWIND.biz as Rhode Island is preparing to issue a call for 1.2 GW of offshore wind capacity, the first ScotWind project submits an offshore consent application, Iberdrola signs a PPA with TMD Friction Services for the Windanker offshore wind farm, and the Revolution Wind project is granted the final Clean Air Outer Continental Shelf air quality permit.
Rhode Island Governor Dan McKee unveiled on 28 September that the state's largest utility, Rhode Island Energy, will soon be issuing a new Request for Proposals (RFP) to solicit approximately 1,200 MW of offshore wind. The new RFP will be released to coincide with offshore wind RFP procurement efforts in Massachusetts and Connecticut, thereby driving a unique offshore wind industry opportunity and economies of scale across New England.
The consortium comprising Corio Generation, TotalEnergies and Renewable Infrastructure Development Group (RIDG) has submitted offshore consent applications to Scottish Ministers for the 2 GW the West of Orkney offshore wind farm. The developer highlighted that the applications were filed only 20 months after being awarded the site in Crown Estate Scotland’s ScotWind leasing round and that this was the first ScotWind project to apply for offshore consent.

Iberdrola and TMD Friction Services have signed a long-term power purchase agreement (PPA) to offtake energy from the Windanker offshore wind farm in the German part of the Baltic Sea. The 15-year agreement covers a supply of approximately 50 GWh of generated green electricity per year and will cover more than 50 per cent of TMD’s total demand in Germany from 2027.
The US Environmental Protection Agency (EPA) approved the final Clean Air Outer Continental Shelf (OCS) air quality permit for the construction and operation of the Revolution Wind offshore wind farm in Rhode Island. The permit regulates pollutants from OCS sources such as jack-up barges and emissions associated with air-emitting devices used during the wind farm’s operation, and allows construction to begin within the designated wind development area.
