Strengthening Vietnam's Digital Workforce Ecosystem; Can Debt be Sustainable?; and more from Nathan
Vietnam’s digital economy reached US$23 billion in 2022 and is expected to double by 2025, making it Southeast Asia’s fastest growing digital market. As the demands for digital talent surge, there is an estimated annual shortfall of up to 195,000 information technology (IT) personnel to fill jobs in this sector.
In #Vietnam, more and more employers are hiring for #techjobs, but digital positions across the industry spectrum are hard to recruit for and, despite industry demand, traditional university and Technical and Vocational Education and Training (#TVET) education is not equipping learners with up-to-date skills to enter the industry.
The Vietnam Workforce for an Innovation and Start-up Ecosystem (WISE) Activity, funded by the U.S. Agency for International Development (USAID) through the USAID U.S. Support for Economic Growth in Asia (US-SEGA) project and implemented by Nathan, responds to this dynamic opportunity in Vietnam by strengthening the technology sector workforce in the country.
Launched in 2021, WISE, alongside local partner MBI, scales up private sector-led training opportunities; enhancing the ecosystem connecting learners, training institutions, universities, employers, HR firms, and government; and exploring innovative talent financing to make lifelong learning more accessible.
WISE bolsters the talent pipeline through its six training institution partnerships: co-funding the expansion of curricula across in-demand skill sets like AWS cloud architecture, Cisco networking and cybersecurity, artificial intelligence, software programming and testing, app and website design, and digital marketing and e-commerce.
Taking a revitalized approach to partnership selection, WISE emphasizes the important role of connecting learners to employer networks at companies that trust the training institution curriculum and certification. Scaling such programs will train 1,000 students and trainers over two years and connect them to new or better paying opportunities. In tandem, USAID works in collaboration with its training partners to communicate opportunities, connect them to HR companies, employer networks, universities, and encourage feedback from industry leaders.
While Vietnam is witnessing a growth in digital opportunities, two deep divides remain: over 90% of developers are based in Hanoi or Ho Chi Minh City, and men count for over 90% of the tech workforce. This work’s goal is to open training opportunities beyond these two cities and identify practical means to increase female participation rates.
In a pilot project in the Mekong Delta, WISE is connecting training partners with higher education institutions to enlist lecturers in delivering content and is supporting a local partner (FUNiX) to expand blended programs that pair two years of traditional university education with two years of online learning in one of their digital pathways. WISE and its government partner the National Innovation Center (NIC) brought training partners interested in expanding locally together with local institutions in “matchmaking” sessions. These sessions facilitate partnerships and reduce the time and cost typically spent building these relationships by acting as a trusted facilitator. To further test the effectiveness of this approach, similar events will be held in Central Vietnam in 2023.
An important focus of this activity is closing the #gendergap in Vietnam's digital workforce. Through a communications campaign, which showcases the stories and career journeys of women who have succeeded in the field, women are introduce to opportunities that improve their digital work skills and career paths beyond the traditional ones found in the sector.
For example, to increase women's interest in artificial intelligence (#AI) careers, VietAI, an online educational resource, produced a series of webinars. This was followed by several university visits and the opportunity for women to receive an educational scholarship. Enrollment of women surged, increasing from 10-30% to 60%. While results on graduation and employment are still pending, the strong interest and enrollment following the events has been promising, and this will be replicated in other areas of the tech sector in 2023.
USAID 's vision for WISE has been to pilot and test small initiatives for the potential to scale and replicate across Vietnam’s regions. Ensuring upskilling opportunities are available and accessible and improving the availability and quality of information on careers are important aspects to strengthening Vietnam’s innovation ecosystem. Beyond this, understanding how to improve outreach, better connect the ecosystem, and open more responsive channels among trainers, employers, and human resources will be essential for a robust innovation ecosystem as Vietnam’s digital economy continues to grow.

Nathan participated in the 2022 Australasian Aid Conference at the Australian National University in a panel conversation on development financing issues countries are facing, and the challenges to sustainability and domestic revenue mobilization.

Nathan has been working with several of our partner countries on these issues, including our work in Papua New Guinea on debt sustainability analysis, and Uganda on analyzing the impact of revenue measures on debt, and as debt costs continue to hover above the levels of recent history the need for more support managing it will only grow.
