Tax revenues are essential for social development that benefits the individual.

Rules rather than guidelines, to create “cogs” rather than “kings” and to ensure controllable behavior, action and consequence.

To ensure transparent business procedures in connection with any desalination plant, regardless of its geographical location or form of financing, the planned water fund's rules must be implemented immediately after signing the license contract.

This removes the focus from who will pay for decency towards the environment and the local population as well as on the employees who are essential for the establishment and future operation of the plant.

One of the main reasons for both refugee crises and environmental pollution, either visible or e.g. CO2, is the overall lack of understanding and action towards such simple and yet fundamental factors as.

The rules of the planned water fund are based on logic and consistency, in order to counteract inappropriate interpretations or direct abuse.

The set of rules must be followed, and violations must be reported digitally to the planned water fund database and manually to the license buyer, this to ensure the planned water fund the possibility of meaningful double checking.

The license buyer reports contractually and within a pre-agreed frequency, all events including production and sale of fresh water as well as production, sale and return of salt etc. via pre-defined procedures and understandable forms, to the planned water fund.

License buyers who receive a discount or have a tax-free production agreement through the UN must contractually report on tax revenues related to the desalination plant and its production. So that the planned water fund can check all information at any time, regardless of who is responsible for the information.

This procedure ensures transparency, controllability and documentability.
