Trust in Relations between Unions and Employers in Europe

About us

Welcome to TRUE EUROPE! Our project delves into the pivotal role of trust between employers and employee representatives in enhancing collective bargaining—a critical aspect at European and national levels. With a focus on Metal, Transport, and Banking and Finance sectors across diverse industrial relations systems, we're bridging the gap in comparative EU research on trust mechanisms' impact. Led by Linnaeus University in Sweden, our multinational team conducts mixed-methods research across 8 countries, exploring trust's determinants, forms, and outcomes in employment and industrial relations. Our lens spans Digitalization, Skills, training, and OHS, aiming to enrich trust development beyond wage bargaining. The results promise valuable insights for policymakers, social partners, and fostering collective bargaining stability at both national and EU levels. Join us in unraveling the intricate dynamics of trust in industrial relations and shaping a more robust collective bargaining landscape.

Trust within social dialogue in Ireland is primarily driven by interpersonal relationships at the company level rather than structured, process-based interactions, which presents both opportunities and challenges. From the first round of interviews, we’re gaining valuable insights into how trust functions within 🇮🇪 Ireland’s industrial relations framework. “Early indications from interviews suggest that personal trust, which hinges on relationships and interpersonal dynamics, plays a more critical role than process-based trust when engaging in collective bargaining in Ireland. Significant variation in trust exists across workplaces due to these personal relationships and individual actors,” elaborated Aurora Trif from Dublin City University. The TRUE Europe project examines these dynamics to uncover how trust impacts negotiations, collective bargaining, and cooperation across sectors and countries. Trust is often built through personal connections at the company level, which can simplify the development of trust compared to other countries with fragmented social partner structures. From our initial interviews, we’re uncovering key factors that influence trust in 🇨🇿 Czechia’s industrial relations system. In line with this observation, Monika Martiskova from Central European Labour Studies Institute (CELSI) commented: “In my interviews, respondents often highlight the importance of personal trust for good company-level social dialogue. They often mention that everything is about people. When analyzing the interviews, I plan to look at what are the effects of these attitudes on the stability and continuity of social dialogue at the company level.” The TRUE Europe project is exploring how trust shapes social dialogue, cooperation, and stability across sectors and countries. This system of sectoral bargaining with company-level adjustments fosters a complex yet well-structured social dialogue. However, the presence of multiple social partners in each sector may pose challenges in maintaining trust during joint negotiations. From the first round of interviews, we’re gaining valuable insights into how trust functions within 🇸🇪 Sweden’s industrial relations framework. Reflecting on this, Glenn Sjöstrand from Linnaeus University, Sweden shared that: “We received some interesting responses and questions. Among them were: How can we relate the mechanisms of trust across different levels (local, sectoral, institutional), and what is the role of power between negotiating parties at the same or different levels in the formation and reproduction of trust?” The TRUE Europe project is exploring the role of trust in industrial relations across eight European countries and sectors, uncovering how it shapes cooperation, negotiations, and institutional stability. • Foundational overview of trust research Trust plays a critical role in fostering cooperation and productive relationships within industrial relations. In the context of employment, trust is fundamental to relationships between employers, unions, and employees, supporting collaboration, negotiation, and effective collective bargaining. The complex nature of trust arises from its roots in both contractual agreements and the power imbalances within the employer-employee relationship. This complexity is further heightened by differing values, expectations, and external factors such as public interests, regulatory demands, and media attention. This analysis illuminates how trust operates across industrial relations, underpinning both the challenges and the potential for transformative, durable alliances in the workplace. The majority of EU member states have still not started the process of putting the #minimum #wage directive into national law – just weeks before the deadline for implementation. Around 20 million workers should benefit from the directive which requires member states with statutory minimum wages to ensure they are adequate, and for all member states to promote collective bargaining. The deadline to complete the process of putting the directive into national law, known as ‘transposition’, is November 15. However, just six member states have so far brought forward legislation putting the directive into national law. Discussions are still ongoing in nine member states, while the process has not even begun in seven member states. In three member states, governments have concluded no legislative action is required to fulfil the requirements of the directive. The analysis is part of our ‘Wage Up’ campaign to ensure member states fully deliver on their obligations under the directive. Know more here: https://lnkd.in/gntV3RnX
