Welcome to TRUE EUROPE! Our project delves into the pivotal role of trust between employers and employee representatives in enhancing collective bargaining—a critical aspect at European and national levels. With a focus on Metal, Transport, and Banking and Finance sectors across diverse industrial relations systems, we're bridging the gap in comparative EU research on trust mechanisms' impact. Led by Linnaeus University in Sweden, our multinational team conducts mixed-methods research across 8 countries, exploring trust's determinants, forms, and outcomes in employment and industrial relations. Our lens spans Digitalization, Skills, training, and OHS, aiming to enrich trust development beyond wage bargaining. The results promise valuable insights for policymakers, social partners, and fostering collective bargaining stability at both national and EU levels. TRUE Europe Mid-Term Conference in Bucharest, hosted by Academia de Studii Economice. The TRUE Europe consortium met on Thursday, November 28, in Bucharest to share preliminary findings and experiences regarding stakeholders' perspectives on trust in industrial relations. Partners from Austria, Czechia, Ireland, Lithuania, Romania, Serbia, Slovakia, and Sweden presented their respective country cases and discussed their insights and challenges in exploring opportunities to strengthen collective bargaining in their countries. The mid-term conference offered stimulating discussions on the role of trust in industrial relations across Europe and provided a chance to plan upcoming co-creative workshops for local stakeholders. Foundational overview of trust research Trust plays a critical role in fostering cooperation and productive relationships within industrial relations. In the context of employment, trust is fundamental to relationships between employers, unions, and employees, supporting collaboration, negotiation, and effective collective bargaining. The complex nature of trust arises from its roots in both contractual agreements and the power imbalances within the employer-employee relationship. This complexity is further heightened by differing values, expectations, and external factors such as public interests, regulatory demands, and media attention. First Live Consortium Meeting Ahead of Us The Consortium of TRUE Europe project will meet personally for the first time at the mid-term conference on Thursday November 28, in Bucharest. The aims of the conference are to share findings and results, to focus on empirical evidence drawing from interviews and empirical case studies as well as to prepare the main takeaways for the co-creative workshops and the final conference. The majority of EU member states have still not started the process of putting the #minimum #wage directive into national law – just weeks before the deadline for implementation. Around 20 million workers should benefit from the directive which requires member states with statutory minimum wages to ensure they are adequate, and for all member states to promote collective bargaining. The deadline to complete the process of putting the directive into national law, known as ‘transposition’, is November 15. However, just six member states have so far brought forward legislation putting the directive into national law. Discussions are still ongoing in nine member states, while the process has not even begun in seven member states. In three member states, governments have concluded no legislative action is required to fulfil the requirements of the directive. The analysis is part of our ‘Wage Up’ campaign to ensure member states fully deliver on their obligations under the directive. Know more here: https://lnkd.in/gntV3RnX

The European Trade Union Confederation (ETUC) has introduced a news monitoring tool that provides information on Minimum Wage and Collective Bargaining coverage across all EU countries. The need to monitor Minimum Wages and Collective Bargaining levels stems from the EU Directive on Adequate Minimum Wages and Collective Bargaining Coverage, adopted in October 2022, with the transposition period ending on November 15. The directive highlights the importance of ensuring fair and dignified minimum wages for all workers, and emphasizes the need to increase collective bargaining agreement coverage, urging Member States to achieve an 80% coverage. The "Wage-up - Raising Wages and Equality" project aims to strengthen the role of social partners in shaping statutory minimum wages and collective bargaining practices through the Directive, while also supporting the transposition of the Gender Pay Transparency Directive. Recognizing the challenges in implementing the directive, particularly as many EU countries struggle to reach 80% coverage, the TRUE EUROPE project aims is to shed light on trust as a fundamental element in shaping industrial relations and developing practices to strengthen Collective Bargaining coverage. From our ongoing field research, we observe that trust is a key factor for building social dialogue and a determinant of success in collective bargaining. This is an important finding, especially given that the majority of EU countries should strive to increase collective bargaining coverage. The Swedish model of industrial relations reveals the benefits of trust in employer-union relations The TRUE Project brings preliminary results from interviews about the role of trust between employee and employer representatives in social partner relationships, after being already presented at the European Sociological Association conference. Based on a background study, theoretical framework, and excerpts from interviews, Swedish colleagues Bengt Larsson, Ylva Ulfsdotter Eriksson, and Glenn Sjöstrand from Linnaeus University covered themes of personal trust at the sectoral and local levels in employer-union relations. They focused on personal-, process-based trust, institutionally based trust, examples of what hinders and breaks trust, and, finally, the consequences of trust in employer-union relations, according to respondents. An overall preliminary finding is that the Swedish model, with its variety of collaborations between social partners, is beneficial for building and maintaining trustful relations. “We received some interesting responses and questions. Among them were: How can we relate the mechanisms of trust across different levels (local, sectoral, institutional), and what is the role of power between negotiating parties at the same or different levels in the formation and reproduction of trust?” commented Glenn Sjöstrand on the preliminary results. We look forward to gaining more such inspiring insights from the preliminary results of other partners and countries in our research project!
