The National Assessment and Accreditation Council (NAAC) Accreditation process, currently based on 7 key criteria, evaluates essential areas such as Curriculum, Teaching-Learning, Research, Infrastructure, and more. While this system has effectively assessed academic and administrative quality, NAAC’s upcoming Binary framework promises a more detailed and future-focused evaluation.   • Kerala’s Green Mission: Colleges Step Up for NAAC Rankings! In a remarkable push towards a sustainable future, Kerala has intertwined its goal of becoming a waste-free state by March 2025 with the aspirations of higher education institutions. The National Assessment and Accreditation Council (NAAC) will now factor effective waste management practices into its rankings for colleges, urging them to embrace green campus initiatives.  This shift is an extension of the state’s ongoing commitment to environmental consciousness. Waste management is already embedded in the school curriculum, with lessons introduced at key stages in classes three, five, seven, and nine. Beyond theory, students are expected to participate in hands-on activities, including internships with waste management agencies, guided by the mantra: “My waste, my responsibility.”  Efforts to improve waste management extend far beyond classrooms. Authorities plan to actively engage students and youth in innovative practices to address Kerala's waste challenges. Comprehensive inspections will be conducted across diverse sectors, including towns, commercial establishments, high-waste-generating entities, tourism hubs, offices, schools, and higher education institutions. These inspections aim to pinpoint deficiencies and drive improvements.  Adding another layer to this eco-conscious strategy, stringent measures will be enforced at state borders. Checkposts will be bolstered to block the entry of banned plastic products, and legal action will target wholesalers persisting in stocking prohibited plastics.  This multifaceted approach not only strengthens Kerala’s journey toward sustainability but also sets a precedent for integrating environmental responsibility with education and community involvement. By placing waste management at the core of accreditation criteria, Kerala is cultivating a generation of environmentally conscious citizens while paving the way for a cleaner, greener future.   • NAAC Launches Research Initiative to Boost Higher Education Quality! The National Assessment and Accreditation Council (NAAC) is preparing to launch an ambitious initiative aimed at enhancing the quality of higher education in India. This project will leverage NAAC’s 30 years of data to support research that can inform improvements in the sector. The research center for higher education quality will be responsible for facilitating these projects, and the call for applicants is expected soon. During the 30th Foundation Day celebrations of NAAC, the council's director, Prof. Ganesan Kannabiran, and Executive Committee chairman, Dr Anil (D) Sahasrabudhe, shared details about the initiative. A budget of Rs. 2 crore has been set aside for 5-6 research projects, each expected to be completed within a span of 2 years. Kannabiran mentioned that the formal announcement regarding this research initiative is likely to be made in the next 2 or 3 weeks. Kannabiran stated that proposal submissions would be competitive, focusing on emerging higher education themes for policymaking insights. Sahasrabudhe mentioned that collaborative projects lasting 2 years are encouraged, with NAAC facilitating qualitative research through stakeholder focus groups. Sahasrabudhe said the research projects would provide evidence-based recommendations for higher education interventions, targeting the government and regulators, and focusing on producing graduates who contribute positively to society. Sahasrabudhe acknowledged challenges like financial constraints in infrastructure and research but noted that substantial resources are available through alternative means. He emphasized that passion, perseverance, and commitment are essential, citing a rural Maharashtra technical institute that invested in advanced machinery and improved on international prototypes, as well as a similar institute in Bhubaneswar as examples of innovation. This research initiative emerged from recognizing NAAC's vast data, which can be leveraged for studying higher education quality. With the shift to binary or basic accreditation, NAAC’s data collection is becoming more dynamic, adapting to evolving accreditation parameters. Governor Thaawar Chand Gehlot highlighted NAAC’s commitment to social responsibility, announcing projects aimed at developing and integrating underprivileged children and youth while promoting an Indian cultural and heritage-based “Bhartiya way of life.” This initiative will involve school and college students, as well as youth in the IT industry and other leading sectors in Bengaluru and Karnataka.   • NAAC-Accredited Universities Eligible for UGC's PhD Excellence Citation! The PhD Excellence Citation, an initiative by the University Grants Commission (UGC), has been launched to recognize and reward exceptional doctoral research in India. This initiative aligns with the National Education Policy (NEP) 2020, which focuses on advancing knowledge exploration and fostering innovation in the education sector. The decision to establish this citation was made during a UGC commission meeting held on October 3, 2024. The PhD Excellence Citation will award ten citations annually across a variety of disciplines, including Science, Engineering, Social Sciences, and Indian Languages. This effort is designed to encourage high-caliber research and recognize outstanding contributions to knowledge. The citation process will follow a rigorous two-level application procedure. Initially, a screening committee at the university level will evaluate candidates, followed by a final selection committee at the UGC level. The evaluation criteria will include originality, contribution to knowledge, research methodology, clarity, impact, and overall thesis presentation. This initiative comes in response to a UGC study showing a significant rise in research degree pursuits. The study highlights that PhD admissions in India have doubled from 77,798 in 2010-11 to 161,412 in 2017-18, marking a 10% annual growth rate. The study also provides a breakdown of the disciplines where PhDs are awarded: 📌Science: 30% 📌Engineering & Technology: 26% 📌Social Sciences: 12% 📌Indian Languages: 6% 📌Management: 6% 📌Agricultural Sciences: 4% 📌Medical Sciences: 5% 📌Education: 5% 📌Commerce: 3% 📌Foreign Languages: 3% The PhD Excellence Citation aims to honor winners from each of these fields, encouraging high-quality research across Indian universities. Eligible research scholars must have defended their thesis at Indian universities, which include state, central, private, and deemed universities. However, only universities accredited by National Assessment and Accreditation Council (NAAC) and recognized under Section 2(f) of the UGC Act are allowed to participate.   • NAAC Addressing Grade Inflation with Revised Accreditation Framework! Dr Anil (D) Sahasrabudhe, chairman of the National Educational Technology Forum (NETF), explained that the decision to replace the traditional grading system with a Binary Accreditation model was prompted by concerns about data manipulation by some universities and colleges aiming to secure top A++ grades. These concerns, particularly evident in Uttar Pradesh, have raised questions about the credibility of the existing grading system. Sahasrabudhe elaborated that the binary accreditation aims to encourage more institutions to participate in the process, fostering a culture of quality across the higher education landscape. This change also aligns with global best practices, as observed in leading countries. The revamped system will shift focus from traditional input-based parameters to outcome-based metrics, including alumni impact, research contributions, and patents. This change is expected to motivate institutions to prioritize tangible outcomes and global competitiveness. Sahasrabudhe emphasized that these reforms would empower Indian institutions to improve their quality and establish a stronger presence on the global stage. During the transition, institutions already graded under the old system will retain their grades until their five-year validity expires, after which they will move to the new binary accreditation process.   • Chandigarh Sets the Bar: Highest College Accreditation in North India National Assessment and Accreditation Council (NAAC) Director Ganesan Kannabiran announced that Chandigarh has the highest rate of college accreditation in the northern region, with 58% of its 26 colleges—15 in total—accredited by NAAC. This percentage surpasses Delhi, where 53% or 99 out of 188 colleges hold accreditation. In terms of universities, Chandigarh is close behind Delhi, with 67% of its universities (two out of three) accredited, compared to Delhi’s 70% (21 of 30 universities). Speaking at a "vice-chancellors’ conference" on NEP 2020, hosted by Punjab Governor UT administrator Gulab Chand Kataria at Raj Bhawan, Kannabiran outlined recent advances in the NAAC accreditation process. The two-day conference, focused on fostering educational excellence, language inclusion, and institutional growth, drew the attendance of vice-chancellors from all Punjab universities, Punjab’s Education Minister Harjot Singh Bains, and other key education leaders. Kannabiran highlighted NAAC’s target to cover 90% of HEIs nationwide within five years through binary accreditation and maturity-based graded levels. He emphasized that low accreditation rates fuel unhealthy competition and unfair practices among HEIs and stressed the need for "light but tight" accreditation methods to ensure a baseline quality standard while accounting for the diversity of institutions across the country. UGC Joint Secretary Avichal Raj Kapur elaborated on the NEP’s implementation, reporting that 5,03,056 Automated Permanent Academic Account Registry (APAAR) IDs have been created in Punjab, with 21% mapped under the Academic Bank of Credits (ABC). Panjab University, Chandigarh has seen over 1.56 lakh registrations on the ABC portal. Former UGC Chairman Ved Prakash addressed variations in gross enrollment ratios across states and nations, noting that India’s expenditure on education and research, as a percentage of GDP, trails behind countries like the USA and UK. In a special session, PU Vice-Chancellor Renu Vig highlighted the university’s recent achievements, and Governor Kataria commended Punjab’s educational advancements, citing the NEP 2020 as a valuable framework for further improvement. Education Minister Bains reinforced the need to prioritize research and implement employment-driven education with a 100% placement target, underlining the state’s commitment to progressive educational reform.   • Governor Anandiben Patel Pushes Colleges for NAAC Accreditation! Chancellor and Governor Anandiben Patel encouraged colleges to apply for National Assessment and Accreditation Council (NAAC) grading, following the example set by universities achieving high NAAC scores. Patel addressed this on Monday at Dr. APJ Abdul Kalam Technical University (affiliated institutes) in Lucknow during the NAAC Sankalp workshop, organized to guide affiliated institutions through the NAAC accreditation process. Speaking to the principals and directors, she emphasized that affiliated institutions should focus on meeting all NAAC evaluation criteria. She highlighted several key factors for success in NAAC evaluations, such as including photographs in the Self Study Report (SSR), strengthening mentor-mentee relationships, applying for research patents, and actively addressing student feedback and complaints. She advised teachers to create online lectures to reach more students and make university lessons engaging to strengthen students' connection with the institution. Patel also suggested that universities and colleges should host monthly educational and cultural events to engage teachers and students. Additionally, she recommended that technical universities develop industry-oriented courses and training programs. Patel noted that institutions should include women, youth, and students on their NAAC teams. She further suggested that universities conduct regular reviews of NAAC presentations from ten affiliated colleges every two months. Former NAAC Director Prof. AN Rai led an introductory session on NAAC evaluations, describing the process as an academic audit for higher education institutions. The workshop featured presentations by experts covering all seven NAAC assessment criteria, and representatives from 193 institutions across regions such as Lucknow, Banda, Jhansi, and Kanpur participated.   • NAAC Chairman Highlights AI’s Role and Value-Based Education Dr Anil (D) Sahasrabudhe, chairman of the National Assessment and Accreditation Council (NAAC), addressed the SR University convocation, asserting that while Artificial Intelligence (AI) will bring significant disruption to the education sector, it cannot replace human beings. He emphasized the importance of establishing a value-based education system to counteract the potential misuse of AI, suggesting a return to the foundational principles of education. Sahasrabudhe praised the National Education Policy (NEP-2020) for its innovative initiatives aimed at reducing student stress, a growing concern among parents and educators. He noted that the NEP encourages skill development from an early age and that the COVID-19 pandemic had accelerated the adoption of online education, enabling people to recognize and leverage its benefits. He highlighted the NEP's multi-disciplinary approach, which allows students to explore subjects outside their primary fields, such as a mechanical engineering student studying commerce or psychology. Additionally, he welcomed the introduction of the Automated Permanent Academic Account Registry (APAAR), a 12-digit ID designed to provide students with a unified platform for their academic achievements, eliminating the need to carry multiple certificates. Sahasrabudhe concluded by advising graduates that their educational journey should not end with obtaining a degree.
