Scripps News Investigates has been examining an October 2023 mass shooting in Maine in which 18 people were murdered by a member of the Army Reserves. At least 26 law enforcement officers in New York and Maine knew of the shooter's mental decline and access to guns in the months and weeks before the shooting, but no one in either place used state laws—red and yellow flag laws—intended to prevent mass shootings.
