ICMPD is an International Organisation with 19 Member States working in the field of migration. The Border Management and Security Programme (BMS) is ICMPD’s hub for all questions and topics related to Border Management and Security. Border management should not only be defined by the security approach, but address economic and social development, trade and relations and role of border communities as a whole. The BMS programme facilitates cooperation and coordination on the interagency, intra-service and international levels, which together form the basis of the 3-pillar model of Integrated Border Management. Further supporting the concept of IBM, the BMS programme carries out strategy and policy development, designs country-specific and tailor-made strategic approaches, and finds linkages in migration patterns to identify synergies between border security and migration governance. These types of projects will be regularly highlighted on our page. Watch out for vacancies for staff and experts that will be posted here as well. Our bottom line is that border crossing should strive at all times to be secure, well-organised and smooth for all bona-fide travellers and trade, and we intend to share content always promoting this goal, and situate BMS as the competent partner to achieve this.     🌍 #IBMC2024 | 𝗣𝗹𝗲𝗻𝗮𝗿𝘆 𝟮  𝗕𝗼𝗿𝗱𝗲𝗿 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗮𝗻𝗱 𝗧𝗿𝗮𝗱𝗲 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝗮𝘁𝗶𝗼𝗻: 𝗕𝗮𝗹𝗮𝗻𝗰𝗶𝗻𝗴 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆, 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗚𝗿𝗼𝘄𝘁𝗵, 𝗮𝗻𝗱 𝗖𝗿𝗼𝘀𝘀-𝗕𝗼𝗿𝗱𝗲𝗿 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 As part of the International Border Management Conference (IBMC) held in Tunis 🇹🇳 on 27–28 November, this session examined how border governance can facilitate the flow of goods, services, and people while balancing security and supporting economic growth fostering effective cross-border cooperation.  Moderated by Tony Stefan Mihaitoaia from the International Centre for Migration Policy Development (ICMPD), the panel featured Astrid Heiter from the World Customs Organization; Charles Lumor from the Customs Division of Ghana Revenue Authority - official 🇬🇭; Lidia Ababii, from Customs Service of the Republic of Moldova 🇲🇩; Umair Mahmood from the Pakistan Single Window (PSW) 🇵🇰; and Djamal Amichi, from the General Directorate of Customs of Algeria 🇩🇿 .     The Document Examination Essentials (DEE) Course, held from December 9–13, 2024, in Tunis, was organised by the EU-funded EUBMTLY project in collaboration with the Training Institute on Migration Capacity Partnership for the Mediterranean (MCP MED TI) as part of our capacity-building component. A key highlight of the training was the participation of Libyan co-trainers, who led the event alongside the MCPMED TI trainers. This aligns with one of the core objectives of the EUBMTLY project: supporting our Libyan partners with essential training skills that enable them to cascade knowledge and strengthen capacities within their respective institutions. We would like to thank Hassan Harake and Tarek Al Halabi from the MCP MED TI for their expertise and dedication, which significantly enriched the training sessions. We were also honoured to welcome Davide Silvestri from EUBAM Libya, who shared insights into EU best practices.     📢 On 2-3 December 2024, the Closing Conference for the EU funded Integrated Border Management in the Silk Routes Countries (IBM Silk Routes) project took place in Istanbul, Turkiye. The event brought together participants from the European Commission, European Union member states as well as representatives from projects stakeholders in the Silk Routes countries including those from Bangladesh, Iraq and Pakistan. 🗺️ 📰 The purpose of the Closing Conference was to highlight the results achieved within the framework of the project and discussions surrounded lessons learned, good practices, innovations and highlighted in particular the actions and activities of the project which in turn will make its objectives sustainable. 🎞️ Watch a small snippet of the event below📽️

    #BOMCA 10 enhances training capacities in border control procedures in Kyrgyzstan: the Border Service of the State Committee for National Security of the Kyrgyz Republic received specialised equipment for a total of EUR 87,844. The provided document verification devices, as well as computer and office equipment, are intended to equip the classroom of the Border Faculty of the Military Institute of the Armed Forces of the Kyrgyz Republic, as well as the Centre for Advanced Training and Retraining of Military Personnel of the Border Service of the State Committee for National Security of the Kyrgyz Republic. The top-edge technical means of border control received by the Border Service bring the training of border guards organised at the Centre for Advanced Training and at the Border Faculty to a whole new level, as well as contribute to improving the quality of training in document security. #BOMCA #BOMCA10 #EU4Kyrgyzstan #BorderManagement

    Project Manager at International Centre for Migration Policy Development (ICMPD)

      La cérémonie de lancement du projet intitulé « Renforcement des capacités en gestion des frontières et prévention de la traite des personnes » a marqué une étape significative dans la coopération internationale entre la République tchèque et la Côte d'Ivoire. Financé par le ministère tchèque de l'Intérieur, ce projet a pour objectif de développer des capacités solides pour une meilleure gestion des frontières tout en luttant la traite des personnes. La présence de nombreux diplomates et représentants d'ambassades témoigne de l'intérêt croissant des partenaires internationaux pour la stabilité de la région. La synergie entre divers acteurs, qu'ils soient nationaux ou internationaux, sera cruciale pour le succès de cette initiative, qui répond à des enjeux de sécurité pressants. Les intervenants ont partagé leur vision sur les implications et la portée de cette collaboration. Ainsi, les représentants de structures nationales bénéficiaires, en l’occurrence la Commission nationale des frontières de la Côte d’Ivoire (CNFCI) et le Comité National de lutte contre la traite des personnes (CNLTP) ont mis en avant la pertinence de l’approche consultative adoptée par l’ICMPD, qui a permis de tenir compte des priorités nationales. Au nombre des officiels, Monsieur Borut Eržen, chef de programme de gestion des frontières et de la sécurité, a mentionné que la République tchèque, membre de l'ICMPD depuis 2001, finance plusieurs projets dans le Moyen-Orient et en Afrique du Nord, y compris le processus de Budapest. Il a également souligné que l'Afrique de l'Ouest figure parmi les priorités de l'ICMPD, comme en témoigne un projet régional financé par l'Union européenne qui débutera en janvier prochain. Monsieur Matej DENK, Chargé d’Affaires à l'Ambassade de la République tchèque au Ghana, a évoqué, dans son discours, l'importance de ce projet pour renforcer les relations entre les deux pays. Au-delà de l'aspect sécuritaire, ce partenariat représente une volonté politique d'un engagement durable dans des domaines variés, tels que la santé et le transport. Le Général Touré, Conseiller Diplomatique et Coopération Internationale  Ministère de l’Intérieur et de la Sécurité et représentant du Ministre de l’Intérieur et de la Sécurité, a clôturé la série d’interventions en remerciant le bailleur et l'ICMPD pour leur soutien dans les efforts de sécurisation des frontières. Il a affirmé que cette initiative est non seulement bienvenue, mais qu'elle vient également compléter les efforts déjà en cours.
