Welcome to the LinkedIn page of ICMPD Office in Libya. The purpose of the International Centre for Migration Policy Development (ICMPD) is to promote innovative, comprehensive and sustainable migration policies and to function as a service exchange mechanism for governments and organisations. Migration is one of the most important political issues in the current debates - frequently connected with highly emotional, sometimes even extreme or populistic point of views. ICMPD strives for being a sober and neutral companion in this discourse by bringing all important players around the same table. ICMPD has vast experience in bridging the gap between theory and practice. According to that ICMPD provides policy makers and politicians with necessary groundwork to take decisions. Furthermore ICMPD is present on the ground, with its capacity building activities in various areas of migration management.

    The Document Examination Essentials (DEE) Course, held from December 9–13, 2024, in Tunis, was organised by the EU-funded EUBMTLY project in collaboration with the Training Institute on Migration Capacity Partnership for the Mediterranean (MCP MED TI) as part of our capacity-building component. A key highlight of the training was the participation of Libyan co-trainers, who led the event alongside the MCPMED TI trainers. This aligns with one of the core objectives of the EUBMTLY project: supporting our Libyan partners with essential training skills that enable them to cascade knowledge and strengthen capacities within their respective institutions. We would like to thank Hassan Harake and Tarek Al Halabi from the MCP MED TI for their expertise and dedication, which significantly enriched the training sessions. We were also honoured to welcome Davide Silvestri from EUBAM Libya, who shared insights into EU best practices.     #InFocus 🌍 A mapping of labour migration pathways across the 27 European member states is now available, under the research project “Re-thinking approaches to labour migration. Potential and gaps in EU Member States’ Migration Infrastructures”. The project mapped labour market needs and analysed the national migration systems of all EU member states between early 2023 and early 2024: 📌  The research is packaged into 27 concise summaries and corresponding infographics. 📌 An online tool is available to visualise pathways by country or cluster information for multiple countries based on common criteria such as language, labour market quotas, and income. 💡 Common criteria such as language proficiency, labour market quotas, and salary thresholds apply to nearly 300 pathways into the EU-27. 💡 Key sectors for labour migration in EU member states include construction, healthcare, agriculture, tourism, transportation, manufacturing, and ICT. 💡 The twin transition in the green and digital sectors is expected to drive growth and heighten demand for skilled professionals. Ralph Genetzke, ICMPD Brussels Mission Director, shared: 💬 “We hope these products will prove useful for all, especially for practitioners, private sector and professional associations designing labour mobility schemes; and policymakers or researchers wishing to exchange knowledge on this topic.     Border 🔴 #Governance, 🔵#Professionalisation, 🟢#Modernisation and 🟡#Communication drive #MigrationCapacityPartnerships   🌍 Last week, the 7th International Border Management Conference (IBMC), took place on 27-28 November 2024 in Tunis, Tunisia, hosted under the auspices of the Ministry of Interior of the Republic of Tunisia, brought together a wide range of countries and stakeholders, under the general topic of: "Border Management and Capacity Partnerships: Joint Leadership and Shared Responsibilities to govern and partner in the present to adapt to or shape uncertain futures." The opening ceremony featured remarks from H.E. Sofiene Bessadok, Secretary of State to the Minister of the Interior in Charge of Security for Tunisia 🇹🇳, who highlighted Tunisia’s strategic commitment to addressing border governance through a comprehensive and holistic approach, underscoring the importance of multilateral partnerships. H.E. Victor Cramer, Director General for the Ministry of Asylum and Migration of the Netherlands 🇳🇱 emphasised the importance of fostering sustainable solutions to migration challenges through international cooperation, highlighting that no country can operate in isolation with the shared responsibility to safeguard dignity and uphold human rights. H.E. Giuseppe Perrone, Ambassador of the European Union to Tunisia 🇪🇺 emphasised the EU’s dedication to supporting integrated, effective and sustainable border governance. Mr. Michael Spindelegger, Director General of ICMPD, reflected on the evolving nature of border management in the face of complex migration flows, and that successful border management hinges on partnerships that bring together all relevant stakeholders while ensuring policies uphold dignity and protection of those affected. 🌐 With #MigrationCapacityPartnerships at the core of the agenda, the 7th IBMC, drove forward the future of border management.     We’ve just wrapped up an extensive two-week consultation with our Libyan partners on Human Rights and a Rights-Based Approach to Border Management in Tripoli, Libya, held from 4 to 13 November. The session builds on a consultation held last July, where we collaborated with Libyan partners to jointly develop a comprehensive Human Rights in Border Management training curriculum tailored to the needs of Libyan training institutions. In his closing remarks, Mr. Marton Benedek, Head of Cooperation at the EU Delegation to Libya, welcomed the project progress made in strengthening Libyan institutional training framework and highlighted that through this activity set the Libyan partners can ensure that human rights standards are embedded in Libya’s border management practices.   We extend our sincere thanks to all participants and partners for their dedication and valuable contributions throughout this session.   #EU #EUCommission #EUfunded #ICMPDinLibya #MigrationCapacityPartnerships #MCPinAction #TogetherWeDeliver #professionalisation #HumanRightsinBorderManagement

    One of the most read publications hosted on our website is our study on the #rootcauses of emigration in #WestAfrica, published in 2018: "Social Immobility versus - Social Mobility the Root Causes of International Emigration”, written by Nelly ROBIN of the IRD (French National Research Institute for Development). Favouring a #qualitativeresearch approach, this study proposes to examine the causes of emigration in the Rabat Process region from the perspective of the main actors of migration – aspiring migrants, migrants and their families.   • احتفلنا الأسبوع الماضي باختتام مشروع دعم تطوير أمن وإدارة الحدود الليبية (ALBSaM)، الممول من جمهورية التشيك. وقد تشرفنا باستقبال ممثلين عن الحكومة الليبية، وسفارة جمهورية التشيك في ليبيا وتونس، ووزارة الداخلية بجمهورية التشيك، إلى جانب عدد من أعضاء السلك الدبلوماسي والمنظمات الدولية في ليبيا .شهد الحفل الختامي، الذي أقيم في 14 أكتوبر 2024 في طرابلس، استعراضًا لأبرز إنجازات المشروع، وتوج بتسليم مسودة الاستراتيجية الوطنية للإدارة المتكاملة للحدود (IBM) إلى السلطات الليبية.  وقد أكد اللواء محمد المرحاني ، رئيس جهاز حرس الحدود بوزارة الداخلية ورئيس اللجنة الفنية، أن 'هذه الاستراتيجية ستكون وثيقة محورية ضمن جهودنا الرامية إلى إعداد الخطة الوطنية الشاملة للإدارة المتكاملة للحدود .'كما تعكس هذه الاستراتيجية الرؤية الأوسع نحو ليبيا أقوى وأكثر أماناً. وأوضحت السيدة ستيبانكا ليتشكا، القائمة بالأعمال بالنيابة في سفارة جمهورية التشيك في ليبيا وتونس ، أن 'الإدارة المتكاملة للحدود لا تقتصر على مراقبة الحدود فحسب، بل تهدف إلى بناء نظام يضمن عبور الحدود بأمان وسلاسة و فاعلية '. وشكل هذا الحدث أيضًا فرصة مهمة لمناقشة سبل التعاون المستقبلي بين المؤسسات الليبية والشركاء الدوليين. كما أشار جوليان سيمون، رئيس منطقة البحر الأبيض المتوسط في المركز الدولي لتطوير سياسات الهجرة (ICMPD)، إلى أن 'العمل على تطوير استراتيجية الإدارة المتكاملة للحدود لا يهدف فقط إلى معالجة التحديات الأمنية الفورية، بل يعكس رؤية شاملة لحوكمة متعددة الأبعاد تتناسب مع التحديات الحالية لتدفقات الهجرة'. يتقدم المركز الدولي لتطوير سياسات الهجرة بخالص الشكر لجمهورية التشيك ولجميع شركائنا الليبيين على التزامهم وتعاونهم المثمر خلال تنفيذ مشروع ALBSaM. #CzechRepublic #CzechFunded #ICMPDinLibya #MigrationCapacityPartnerships #MCPinAction #TogetherWeDeliver
