The Build-To-Rent (BTR) sector celebrates positive news overnight with the finalisation of the Treasury Laws Amendment (Build to Rent) Bill 2024 in Federal Parliament. The amendments focus on providing key incentives for investors to support the construction of new BTR developments: 𝗕𝗧𝗥 𝗜𝗻𝗰𝗲𝗻𝘁𝗶𝘃𝗲𝘀 𝟭. 𝗖𝗮𝗽𝗶𝘁𝗮𝗹 𝗪𝗼𝗿𝗸𝘀 𝗗𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗥𝗮𝘁𝗲 ▪️Increases from 2.5% to 4% p.a. for eligible BTR properties, enabling higher annual deductions on construction costs, reducing taxable income, and encouraging investment in new rental housing. 𝟮. 𝗙𝗶𝗻𝗮𝗹 𝗪𝗶𝘁𝗵𝗵𝗼𝗹𝗱𝗶𝗻𝗴 𝗧𝗮𝘅 𝗥𝗮𝘁𝗲 ▪️Reduces the final withholding tax rate on eligible fund payments from Managed Investment Trusts (MITs) to overseas investors from 30% to 15%, making Australian BTR projects more attractive to international investors and potentially increasing overseas capital flow. 𝟯. 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗖𝗿𝗶𝘁𝗲𝗿𝗶𝗮 ▪️To qualify, developments must meet specific criteria, including: • A minimum 10-year hold as BTR • At least 50 units per development • Single-entity professional management 𝟰. 𝗢𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲 ▪️ The bill’s primary goal is to address the housing shortage by increasing the supply of rental properties. By making it more financially attractive for investors to develop and maintain rental housing, it aims to provide more affordable and stable rental options for tenants. BUILT ON A STRONG FOUNDATION | We recently gathered on site with our client Pittwater Industrial to celebrate a significant milestone in the Milperra Industrial Development – the completion of the two warehouse structures. As we look forward to completion in Q2 2025, we also reflect on the strong partnership that exists between Buildcorp and Pittwater Industrial. Initially established close to a decade ago and strengthened through the delivery of three student accommodation towers, we are proud to continue to be Pittwater Industrial’s trusted construction partner, delivering the first flagship warehouse facility in its portfolio. “In many ways, the extensive Buildcorp tender and project team with whom we have collaborated so successfully with for such a long time have become an extension of our business and without them this project would still just be a great idea on paper. This project is not just about what we all create – it's also about people coming together and hopefully enjoying the journey. Although it is ‘work’, it is also an opportunity to connect with each other. Safe, affordable social housing is critical to breaking the cycle of homelessness. I’m proud to have been able to assist the Property Industry Foundation and The Salvation Army in achieving development consent for Haven House - a crisis accommodation solution. This innovative model of housing offered by TSA will provide transitional housing to help get our homeless youth off the street, with services to support them with establishing a routine, returning to school, or moving on to further education. We’re another step closer to delivering new homes for at-risk young people in the city. The City has provided a $5.9m discount on a 50-year property lease that will be used for young people who are homeless or at risk of homelessness, and last night at Council I provided an update on the project. 545–549 South Dowling Street, Surry Hills will be redeveloped by the Property Industry Foundation (PIF) as Haven House: a much-needed home for 19 young people. The architecturally-designed building will feature 10 apartments with communal spaces, and rooms for early intervention and support services, which will be run by the Salvation Army onsite. Getting to this point has taken three years of careful negotiations by City staff. Our early involvement enabled PIF to leverage their funds and secure $3m from the NSW Government, and $1.5m from the Goodman property group to help with planning and construction. Haven House will provide support to young people who can’t rely on their families during their childhoods. It will give them safety and stability at a crucial time in their development. This is a great example of what we can do when different levels of government, the private sector and the community housing sectors work together. Essence is pleased to announce the successful completion of Stages 8 & 9 of the Waratah Highlands Retirement Village for Levande. Located in Bargo, this project includes 36 independent living units that enhance the retirement lifestyle available to the community. Our role as project manager and superintendent involved overseeing the design, planning, and delivery of this development. This project represents the first delivery under the Levande brand and contributes to the expansion of the village, which will ultimately include 168 homes designed for residents aged 55 and over.
