  • Did you know? According to UKCAA CAP 437, the definition of an Offshore Meteorological Observer is: E.22 - Offshore Meteorological Observer: any competent person who makes a weather observation or who updates a weather observation which is provided either as a Pre-Flight Weather Report or as a Radio Message to a helicopter enroute to a fixed or floating offshore facility. Such personnel should be trained and qualified as a Meteorological Observer for Offshore Helicopter Operations. Section 6.23 states: Personnel who carry out meteorological observations on offshore installations should undergo formal meteorological observer training and be certificated for this role. Observers should complete refresher training every two years to ensure they remain familiar with any changes to meteorological observing practices and procedures.   • Industry Alert: The End of AFFF on Offshore Helidecks by 4th July, 2025   The aviation and offshore industries are bracing for a significant environmental shift: the full phase-out of Aqueous Film-Forming Foam (AFFF) containing PFAS by July 4, 2025.   This landmark deadline marks the culmination of global efforts to reduce the environmental and health risks associated with PFAS chemicals, often dubbed "forever chemicals."   Why This Matters: PFAS, including PFOA and PFOS, are persistent, bio-accumulative, and toxic, posing long-term risks to ecosystems and human health. Once widely used for their firefighting efficacy, these chemicals are now linked to groundwater contamination and health hazards, leading to strict global regulatory actions.   Key Deadlines: Effective July 4, 2025: All uses of AFFF containing PFOA are prohibited on offshore helidecks. This includes extinguishers and suppression systems.   Industry Obligations: Identify and Manage Stocks: Organisations must assess if they still retain AFFF with PFOA. Any remaining stocks should be transitioned to fluorine-free alternatives. Dispose of AFFF Properly: AFFF containing PFOA must be treated as hazardous waste and managed by authorised waste contractors. Compliance and Notification: Operators should ensure compliance with local environmental authorities (e.g., EPA) by documenting disposal processes and transitioning plans.   Take Action Now: Review your helideck firefighting systems and extinguishers. Engage with suppliers to source fluorine-free alternatives. Train staff on the proper handling and use of new firefighting foams.   *When replacing AFFF it is strongly recommended to get a specialist Firefighting organisation to carry out a site visit to establish that the change of media e.g. AFFF to SFFF with the delivery equipment still functions as per design for optimum firefighting capabilities. A standard exists for guidance, BS EN 1568-3:2018 Fire extinguishing media - foam concentrates.   • Our team recently conducted a comprehensive inspection and risk assessment on a Queensland helipad, with a focus on identifying any potential infringements related to nearby building extensions. Utilising drone technology, we captured detailed imagery that provided invaluable insights into spatial positioning and proximity risks. Drone technology continues to play a critical role in enhancing the accuracy and efficiency of helipad inspections. Through high-resolution aerial imagery, we can thoroughly evaluate potential obstructions and ensure safety standards are met without disrupting regular helipad operations. This approach allows us to provide robust data to inform decision-making around FATO, helipad compliance and operational safety.
