Climate Action Network (CAN) Europe is Europe's largest coalition working on climate and energy issues. With over 200 member organisations in more than 40 European countries, representing over 44 million citizens, CAN Europe works to prevent dangerous climate change and promote sustainable climate and energy policy in Europe. The vision of CAN is a world actively striving towards and achieving the protection of the global climate in a manner that promotes equity and social justice between peoples, sustainable development of all communities, and protection of the global environment. CAN Europe empowers civil society organisations to influence the design and development of effective climate change policy in Europe, both in the European Union as well as in its Member States and in European countries outside the EU. CAN Europe is recognised as an established civil society voice in both EU policy and the UN climate negotiations. We work to influence decision-makers at the heart of Brussels while supporting our diverse network of members to campaign from grassroots up to governmental level in Members States. CAN Europe works on a broad range of issues including climate, energy and finance policies, to contribute to the zero carbon transition that should allow us to avoid dangerous climate change. We do that with a great team of experts in the CAN Europe secretariat as well as with hundreds of staff from our member organisations, that engage through working groups, mailing lists, conference calls and our bi-annual General Assemblies.

🔵 While we welcome the adoption of Recommendation R/2024/01-MC-EnC to expedite renewable energy deployment and implement the energy efficiency first principle, #WesternBalkans governments face significant challenges in ensuring the region’s energy transition stays on track. ⚡ Delayed transposition of the 2018 #Renewable Energy Directive, 🌍 Lack of cohesion between renewables, climate, biodiversity, agriculture, and social policy. Governments must ensure rules are implemented: 👉 Meticulously, with public engagement and community ownership to build trust, 👉 In synergy with nature protection to deliver long-term environmental and social benefits. Becoming more efficient in how we produce and consume energy can substantially reduce our need for fossil fuels, bring down energy prices and raise comfort levels in our homes. The European Commission needs to commit to a 2040 energy efficiency target, to give the signal to governments, industry and various sectors to continue to innovate and build on their strategies and measures when it comes to reducing energy demand. ⏰ Consistently Late or Late but Consistent ❓ With the first #NECP Progress Report deadline fast approaching—15 March 2025, six months after the official deadline for NECP adoption, #WesternBalkans governments still appear far from delivering the meaningful contributions needed to meet the #EnergyCommunity 2️⃣ 0️⃣ 3️⃣ 0️⃣ #targets. 📖 The Reform Agendas describe NECPs as a golden ticket 🎟️ to greater ambition and access to funding crucial for the region’s energy transition. But will these plans deliver ❓ ➡️ Only if national strategies are credible, consistent, and timely. Delays risk ❓ 🔒 🏭 Locking the region into further fossil fuel dependency, 🦥 Implementing short-sighted policies that miss long-term goals, 💸 Failing to ensure critical funds are properly utilised to drive real change. ⚠️ Governments must step up, adopt their NECPs, and implement robust, forward-thinking measures to turn energy transition ambitions into action. 🌍 Inclusion must be at the heart of climate action. At #COP29, Climate Action Network (CAN) Europe and partners hosted an important event to spotlight the need for inclusive Nationally Determined Contributions (NDCs) and climate action by large. It is crystal clear that climate resilience cannot exist without human rights—and human rights cannot be realized without ensuring the inclusion of persons with disabilities or marginalised groups. Key takeaways included: ✅ Enhanced Accessibility: Ensure that all climate action spaces, documents and consultations are accessible, with specific budgets and resources dedicated to achieving this. ✅ Data-Driven Inclusion: Establish comprehensive, inclusive, and targeted disaggregated data collection on the impact of climate change on marginalised groups. ✅ Intersectional Approach: Recognise and address the intersectional needs of marginalised groups, particularly in relation to gender, Indigenous status, and disability. ✅ Strengthen Disability Constituencies: Formalise the Disability Constituency within the UNFCCC to ensure meaningful participation and representation. ✅ Inclusive Financing: Develop and implement financing mechanisms that ensure most at-risk groups have equal access to climate funds and capacity-building programs. 🗓️ Looking Ahead: 2025 NDC Submission Deadline The early 2025 deadline for updated Nationally Determined Contributions (#NDCs) is fast approaching, offering a critical opportunity to increase ambition. Governments must ensure that updated NDCs integrate inclusive, human rights-based approaches and deliver on both mitigation and adaptation needs. The inclusion of marginalized groups, especially persons with disabilities, must be a cornerstone of these plans to ensure that no one is left behind in the fight against climate change. This was a crucial reminder: no one must be left behind as we work toward a just and sustainable future. Let’s ensure that the road to #COP30 brings stronger commitments to inclusivity, accessibility, and justice in climate governance.
