Experiments in policy making are a key way of introducing innovation. They require however a number of conditions without which they cannot grow into full-fledge policy innovations. They may seem obvious, but they are hard to implement: 📦 The internal culture allowing unorthodox thinking. 📚 A learning infrastructure, documenting, evaluating, spreading the lessons learned. 🎲 Randomised control trials and A-B testing: you need a counterfactual and testing of different hypotheses. 🙌 Celebration of lessons learned and widespread communication. Check out the Booking.coms of this world. 🏛️ A legal infrastructure permitting experiments. Doing something that is not yet "legal" is hard for public administration. All easier said than done, of course. But here's an interesting illustration: 📦 Giving homeless people cash rather than following the usual methods, despite politicians' opposition. 📚 Working with an academic institution to document the lessons learned. 🎲 Trying two different approaches with two different groups. 🙌 🏛️ This is funded and supported by the UK government. We launched on Monday a collaborative initiative with ClientEarth, the European Environmental Bureau (EEB) and CHEM Trust to enhance the impact of our work on #PFAS policy in the EU, in partnership with over 15 other environmental NGOs. Together, we’ll drive strategic clarity, strengthen coordination, and foster creative solutions to tackle one of the most pressing environmental challenges of our time. The first steps of this journey include a series of workshops focused on defining a super clear and shared theory of change, developing actionable strategies, and building long-term, innovative advocacy strategies and tactics. End of a rich day of shared knowledge around mixed deliberative forums deployed in Belgium, within the prestigious "Palais d'Iéna" in Paris. This is how participatory formats inspire other countries and public authorities. From Porto Alegre's participatory budgets to Ireland's mixed citizen assembly, the past shows that experts follow closely what's happening in other countries in terms of deliberative democracy, share and inspire policy makers in other parts of the world. The positive contagion is ongoing! Dreamocracy helped with Wallonia's deliberative committee in 2023-2024.
