✅ PPWR Moves Forward 🎉 After much anticipation, the European Parliament has officially approved the corrigendum text for the Packaging and Packaging Waste Regulation! The decision arrived in Strasbourg during Tuesday’s plenary and after the adoption by the ENVI committee. The decision was accompanied by the publication of the text in all 24 official EU languages. 🚩 What’s Next? The final step is the Council’s approval, expected this December, which will pave the way for the text's publication in the EU Official Journal. From there: ◆ Jan-Feb 2025: Regulation enters into force. ◆ Mid-2026: Application begins after an 18-month transition period. As we celebrate this progress, New ERA is already gearing up for the next phase: implementation and secondary legislation. We are committed to supporting our members, policymakers, and stakeholders to ensure reuse is at the heart of the PPWR’s success. The PPWR is central to the EU’s ambition to reduce waste, enhance circular economy practices, and achieve a climate-neutral future. New ERA is the trade association representing the interests of businesses that offer, use and promote reusable packaging systems, services and products across Europe. Our aim is to move away from disposability and become truly circular and zero waste. We envisage a world of packaging reusable, convenient and sustainable for all. The reuse packaging value chain is composed of an heterogenous group of operators involved in different activities (e.g. manufacturing, delivery, logistics, infrastructure, transport, digitalisation, washing and cleaning) and sectors (e.g. HORECA, FMCG, e-commerce).

🌍 Last week, the reuse movement took centre stage in Paris through two key events that highlighted innovation, ambition, and collaboration in tackling the packaging crisis. New ERA was there, represented by Ulysse Revat-Dontenwill, actively contributing to the discussions and celebrating the achievements of industry pioneers. 🗓️ The Académie du Climat - Ville de Paris hosted the “Paris Without Single-Use Plastics” conference on Tuesday, 19 November, highlighting the city's progress in reducing plastic waste and achievements during the 2024 Olympics. 🗓️ The Trophées du Vrac et du Réemploi ceremony on Thursday, 21 November, organised by Réseau Vrac et Réemploi, celebrated and awarded innovation and progress in the refill and reuse sector. 👏 A big thank you to all organisers, participants, and winners for driving progress in our sector! Together, we’re shaping a future where reuse is the norm.
Paris sets the tone ahead of INC-5: Last week was packed with events that showcased not just Paris’s ambition but also France’s broader commitment to tackling the packaging crisis. 📅 Tuesday: The Académie du Climat - Ville de Paris hosted the annual “Paris Without Single-Use Plastics” conference. This was a moment to reflect on the city's efforts to reduce plastic usage, share concrete examples of changes in plastic management practices, and review progress achieved during the 2024 Olympic and Paralympic Games. I had the privilege of speaking alongside Nathan Dufour, Henri BOURGEOIS COSTA, Antoine Guillou, and Claire Poulin during a roundtable discussion on international, European, and national perspectives. With so much happening at every level, it's crucial to connect the dots across these scales to implement and turn commitments into real action. 🎉Thank you to the Académie du Climat, the City of Paris (Lila Durix), and Circulab (Justine Laurent) for organizing this great event. 📅 Thursday: The Trophées du Vrac et du Réemploi ceremony, organized by the Réseau Vrac et Réemploi, celebrated innovation and progress in the refill and reuse sector. As part of the jury team, we had the opportunity to evaluate over 40 submissions showcasing innovations in technology, logistics, techniques, design, etc.—each aimed at overcoming barriers and advancing reuse on a larger scale! 🎉 Congratulations to all the candidates and to the winners: Le Fourgon, Sitour Merchandising, CDS , Bocoloco, and Anotherway (to watch closely!). And a special mention to Marie Dalloni for organizing such an event! It’s been a whirlwind week, perfectly reflecting the energy and commitment of all the stakeholders in our field !

🌍 Kicking off INC-5: A milestone in the fight against plastic pollution Today marks the beginning of the fifth session of the Intergovernmental Negotiating Committee (INC-5) in Busan, South Korea. Over the next week, global leaders, policymakers, and advocates will work towards agreeing on a legally binding Global Plastics Treaty, a historic opportunity to tackle plastic pollution head-on. 👀 Looking back: what happened so far? ◆ December 2022 (Punta Del Este, Uruguay): INC-1, the first negotiating session ◆ May-June 2023 (Paris, France): INC-2 ◆ November 2023 (Nairobi, Kenya): INC-3 ◆ April 2024 (Ottawa, Canada): INC-5, the last negotiation session ◆ August 2024 (Bangkok, Thailand): Intersessional work continued 🗣️ What will be discussed now? The key focus will be on the “non-paper”, an informal document prepared by the chair of the intergovernmental negotiating committee, Ecuadorian Luis Vayas Valdivieso. The document, shared with the negotiators ahead of INC-5, takes the form of a draft treaty, addressing a broad spectrum of topics debated since the start of negotiations. Some topics enjoy broad consensus and are likely to see smoother negotiations, while others remain contentious and will require further deliberation. Consensus topics include plastic emissions, waste management, tackling existing pollution, national plans, and the process following INC-5. However, non-consensus issues such as treaty objectives, banned products and substances, primary plastic production, and financing are expected to dominate discussions. The resolution of these matters will be pivotal in shaping the future of the treaty. 🤝 The outcome of these negotiations remains uncertain. At New ERA, we hope that this fast-tracked international negotiation process—spanning just two years—will conclude successfully in Korea, fulfilling its promise to effectively reduce plastic pollution. 🎉New ERA celebrates the European Week for Waste Reduction (EWWR) From 16-24 November, the EWWR aims to inspire action across 29 countries putting in action 14,522 activities addressing critical themes in waste management. 2023 was the year of packaging waste, while this year the focus is on food waste - a pressing issue that requires collective action. But why is waste reduction essential? 📊According to the latest Eurostat statistics on packaging waste in Europe, we are facing a concerning volume of waste. In 2022, each EU citizen generated an average of 186.5 kg of packaging waste. This figure shows a slight decrease from 189 kg in 2021. However, this translates to 83.4 million tonnes of packaging waste, an increase of 18.7% since 2011. How are we handling waste management? ♻️Of the 83.4 million tonnes, 65.4% were recycled. This marks only a slight increase from the 65% recorded in 2012, highlighting a decade of stagnation in recycling rates and raising concerns about the effectiveness of current waste management strategies. Furthermore, 34.6% of packaging waste still ends up as litter, in landfills, or incinerated. The potential for improvement remains significant, and this gap must be addressed. 💪While recycling remains important, these data underscore the necessity of preventing packaging from becoming waste, and there, reuse and refill solutions offer a sustainable way forward that can reduce waste at its source and create a future where waste prevention becomes the norm, as the waste hierarchy dictates. 🌍 For an ambitious EU mandate embracing a holistic vision on circular economy As the hearings for EU Commissioner-designate candidates are starting, New ERA with 13 other leading EU organisations are urging the European Parliament to champion a comprehensive and ambitious approach to circular economy policies. Despite progress made through initiatives like the Circular Economy Action Plan, the EU's Circular Material Use Rate has stagnated, increasing only from 10.7% in 2010 to 11.5% in 2022. The European Environment Agency emphasises the need for binding, targeted policies to facilitate a shift towards a regenerative economy, focusing on resource use rather than waste management. 🔑 Key priorities for a transformative circular economy include: ◆ Systemic vision: establish binding EU resource-use reduction targets to ensure competitiveness and enhance circular material use. ◆ Economic tools: shift the tax burden from labour to raw material extraction to align incentives with circular economy goals. ◆ Trade policy: position the EU as a leader in global circular economy standards and evaluate the socio-economic impacts of trade agreements. ◆ Extended Producer Responsibility: enhance EPR frameworks to support prevention, reuse, and ultimately recycling, ensuring fair market competition. ◆ Public procurement: integrate circular economy criteria into public procurement to drive sustainable practices. ◆ Local authority engagement: empower local and regional authorities to implement and accelerate circular initiatives effectively. 🔍 With the appointment of a dedicated European Commissioner for Circular Economy on the horizon, we call upon policymakers to rigorously engage candidates on these vital issues. 💪 Together, we can pave the way for a resilient, safe, and prosperous circular economy that prioritises sustainability and well-being for all!
