About us
SCAPR is a not-for-profit organisation based in Brussels, Belgium. Operating as an international platform for the development of the practical cooperation between performers’ collective management organisations (CMOs), we strive to improve the exchange of data and performers’ rights payments across borders. We represent 61 CMOs from 45 countries. Our primary aim is to improve the efficiency of management of rights and the conclusion of bilateral agreements. SCAPR develops strategies, formats and administrative systems in relation to collecting and distributing payments to performers’. We also develop and manage databases and other technical systems housing information on performers and their performances for a more efficient international distribution of the collected payments. SCAPR provides also assistance for the exchange of information between CMOs via administrative procedures, legal proceedings/arbitrations, collecting procedures, publication of tariffs and distribution schemes. 🌍✨ 2024: An active year for SCAPR ✨🌍 As 2024 draws to a close, we reflect on a few key events that shaped our year: 🧑🏫 Working Group Meetings in Madrid & Dublin These in-person gatherings provided an essential platform for our #members to delve deeper into ongoing topics, exchange insights, and strengthen professional connections. 🎬 Actors' Summits Co-organised with AEPO-ARTIS, these forums addressed critical issues faced by #CMOs representing #actors. This year, summits were held in Budapest and in London. 🗺️ Participation in International Conferences SCAPR actively contributed to global discussions, sharing best practices on CMO operations and the importance of robust #performers identification system—highlighted notably at a World Intellectual Property Organization – WIPO/ARIPO conference on copyright in Harare, in the WIPO/ORDA 6th IP conference in Bucharest or in the CPRA Asian CMOs Forum in Hanoi. 🎙️ African Performers' Event in South Africa: In collaboration with WIPO and our local member SAMPRA, this event brought together representatives from CMOs and IPOs across 12 African countries as well as more than 100 representatives from SCAPR members, fostering stronger international cooperation. 🖥️ VRDB Workshops: Our VRDB Information System facilitates seamless repertoire and usage data exchanges among SCAPR members. This year, our IT Coordinator, Julio Cesar Alvarez Fernandez, provided tailored training sessions to FKMP, CPRA, SAMPRA reinforcing our commitment to supporting members’ integration into this vital system. Our AV forum, also dedicated 2 sessions, in London and in Lisbon, to the onboarding of societies representing actors. 🤝 IPN Creation Agreement with FILAIE In 2024, SCAPR signed a framework agreement with FILAIE to facilitate the onboarding of its members onto the #IPN Creation App. This tool empowers CMOs to create IPNs for their #performers and retrieve existing IPNs from the database. This milestone marks a significant step forward in integrating Latin American performers into SCAPR's international exchange network. ✨ Thank you to all our members, partners, and collaborators for an impactful year. 🔊🌍This week, SCAPR had the great opportunity to participate to the World Intellectual Property Organization – WIPO-ARIPO Seminar on "Copyright: A driver of the Creative Economy" in Harare. Our representative, Ntsietso Mokitimi-Makhofola, of our member SAMPRA was invited to comment the emerging challenges of rights management. The globalisation and digitalisation of creative contents consumption are both an opportunity and a challenge for #performers. The #CMOs strive to ensure that they can be identified and paid for all the use of their #performances. They can count on SCAPR to support their efforts. Thanks to Ntsietso Mokitimi-Makhofola, for representing SCAPR, to WIPO (in particular Sherine Greiss) and ARIPO for allowing the performers' voice to be heard.
An exceptional gathering of approximately 60 key stakeholders from the creative industries across 22 African countries is taking place this week in the vibrant city of Harare during the WIPO-ARIPO seminar on “Copyright: A Driver of the Creative Economy.” Participants include heads of copyright offices, leaders of CMOs, and key partners such as IFRRO, IFPI SCAPR, International Federation of Musicians, African Publishers Network (APNET) and International Authors Forum, as well as regional associations and federations like the Music In Africa Foundation, Africa Foundation, the Global Audiovisual Alliance, and the African Federation of Audiovisual Societies. This three-day seminar focuses on three primary creative industries: music, publishing, and audiovisuals. The goal is to collaboratively explore ways to move beyond the status quo, address challenges faced by African nations, and unlock untapped opportunities. The concluding session will also introduce the intersection of intellectual property (IP) and competition policy. Africa's rapid digital growth is propelling its music, films, books, and other creative works onto the global stage, solidifying the continent’s position as a significant contributor to the arts and enabling creative content to break into new markets. Despite global recognition of the creative industries' potential to drive social and economic development, Africa accounts for just 3% of the global creative trade, which is valued at $2.25 trillion annually. Nevertheless, African nations are increasingly demonstrating their commitment to protecting and fostering their creative sectors to support their growing economies. To unlock this potential, WIPO is collaborating closely with Member States to create a supportive ecosystem, including robust copyright legal frameworks and operational rights management systems tailored to the digital era. For African creators and entrepreneurs to benefit economically from their works, tools like WIPO Connect and metadata identifiers are essential, enabling them to trace their creations globally and ensure fair remuneration. It is our shared responsibility to empower Africa’s bold and talented young artists to craft their unique creative identities and make their mark on the international stage. Yesterday, in parallel of attending the Forum on Performers' Rights Management in Asian Countries hosted in Hanoi by the performers' CMO #APPA, I had the opportunity to visit the Copyright Office of Vietnam. Together with Kyoko Kojima and Stefan Lagrell, both members of the SCAPR Board, we met Ms. Pham Thi Kim Oanh, Deputy Director of Copyright Department in Vietnam, and her team. After sharing a bit about SCAPR's role, global reach and the diversity of our members' #CMOs, we discussed the existing framework for copyright protection for performers in Vietnam and explore opportunities to strengthen local CMOs and notably those collecting performers' rights. We confirmed SCAPR and its community of CMOs willingness to collaborate with the Copyright Office of Vietnam and APPA, notably via assisting in capacity-building, training, and promoting best practices. It was well received by our hosts and we look forward to collaborating with them in the near future.

Yesterday and today, SCAPR is attending the Forum on Performers' rights Management in Asian Countries in Hanoi, hosted by the Vietnamese Collective Management Organisations (CMOs) #APPA and co-organized by SCAPR Japanese member #CPRA. 20 representatives of #CMOs from India, Indonesia, Japan, Malaysia, Nepal, South Korea, Thailand, The Philippines and Vietnam are actively taking part to this forum, sharing their recent developments, exchanging best practices and sharing operational experiences notably on membership registration, local databases, negotiation with users, collection, allocation and payment. All for the continuous improvement of the CMOs' operations and ultimately for the benefit of the performers they represent. Remy Desrosiers had the opportunity to present SCAPR's structure, governance, role and missions and to take part in the rich discussions. Julio-Cesar Alvarez highlighted the importance of data and introduced in depth all the information systems developed by SCAPR. 🎤 On the 13th and 14th of November, SCAPR was invited to participate to the "Sixth Regional Conference on IP in the Digital Economy for Small and Medium-sized Enterprises (SMEs): Music Industry in the Digital Environment" organised in Bucharest by World Intellectual Property Organization – WIPO in cooperation with the Romanian Copyright Office (ORDA), the State Office for Inventions and Trademarks (OSIM) and the Romanian American University in Bucharest. 🎼 Pal Tomori, director of our Hungarian member EJI and expert of our Cooperation and Development Working Group, kindly intervened on behalf of our organisation on the topic of international perspective of rights management in the music sector. 📤 The opportunity to remind of the importance of #international #cooperation between CMOs to get the #performers paid for the use of their performances all over the world. This going, with no doubt, along with the reliable and efficient data exchanges through centralized information systems, such as #IPD and #VRDB and the use of unique identifiers, such as the #IPN.
