Horizon Europe: Strategies for just and equitable transitions in Europe

About us

ST4TE projects adopts a multidimensional approach to study the relationship between the green, digital and twin transition (TT) and inequalities. The project aims to investigate the impact of the TT on inequalities among individuals and territories and explore how existing inequalities affect the transition paths creating cycles of inequalities. ST4TE uses both quantitative methods (econometrics, machine-learning and agent-based modelling) and qualitative methods (narrative interviews, case studies and workshops) to analyse different patterns of inequalities and envisage custom made policies to counterbalance the unequal effects of the TT. This project has received funding from the European Union’s Horizon Europe research and innovation programme under grant agreement No 101132559.

    ST4TE at #ERSA2025: Call for Contributions! 🌍💡 The 64th ERSA Congress (64th ERSA Congress) will focus on “Regional Science in Turbulent Times: In Search of a Resilient, Sustainable, and Inclusive Future.” As part of the event, a Special Session on "Twin Transition & Its Unequal Geography", organised by the ST4TE & MOBI-TWIN Projects, will examine how green and digital transformations are reshaping regional economies, labour markets, and communities. Join our session and submit an abstract to participate in the discussion! We welcome contributions to: 📌 Geographical implications of the Twin Transition on labour markets, regional inequalities, and policy responses. 📌 Empirical and theoretical insights into regional disparities and transformation dynamics. 📌 Case studies and policy responses addressing transition effects and local strategies.   • Beneath the surface of the Green and Digital Transitions lie structural inequalities that can deepen existing divides. In this final post of our series (4/4), we explore examples of how access to financing, political influence, and technology often favour some groups over others. Without equitable access to green financing, for example, smaller businesses and lower-income households may struggle to adopt sustainable solutions. Similarly, policy influence often aligns with wealthier regions, potentially side lining those in greater need.   • The impacts of the Green and Digital Transitions vary widely by location, creating distinct geographical inequalities. In this third post of our series (3/4), we explore examples of how regions can be at risk of falling behind in the race to adapt. Urban areas often have better infrastructure to support digital and green initiatives, while many rural regions face obstacles like limited resources and slower digital development. Climate risks also hit certain regions harder, demanding tailored adaptation measures.   • As the Green and Digital Transitions reshape our economies and societies, some social barriers could deepen. This second post in our series (2/4) highlights examples of how the Twin Transition risks amplifying existing social inequalities. From education to employment, disparities in access can exclude key groups from the benefits of these shifts. Marginalised communities, underrepresented groups, and those lacking digital or green skills face unique challenges.   • The Twin Transition – both green and digital – is reshaping how we live, work, and consume, but its benefits don’t necessarily reach everyone equally. This first post in our series (1/4) explores examples of how economic inequality can widen as access to resources and technologies varies. The Twin Transition brings opportunities, but also risks: high-skill roles are in demand, while automation may limit options for low-skilled workers. At the same time, the cost of sustainable products keeps green choices out of reach for many.
