About us

FICAC, the World Federation of Consuls, was founded in Copenhagen on October 2nd, 1982. Countries present at the meeting and first signatories were Finland, Greece, Iceland, Italy, Norway, Sweden and Denmark. Its role is to bring together Consular Associations or Corps from all over the world and to share experience, and co-ordinate efforts to enhance the status and effectiveness of the Consul, the oldest institution serving International bilateral relations. FICAC is a global network of Consular Associations created to support and improve the status, legitimacy and effectiveness of all consular officers in all receiving States. Its aims are to promote and strengthen mutual understanding between Honorary Consuls and Career Consuls worldwide; develop a framework and basis for exchange of current information, ideas and suggestions regarding matters related to the office of Honorary Consuls and Career Consuls; promote at national level and international for a better understanding of duties and responsibilities. The World Federation of Consuls has United Nations recognition with ECOSOC Special Status and it is also recognized by the European Union which, in 2012, held an European Council-FICAC Forum in Brussels. After the first meeting in 1982, the Federation held two more meetings in Copenhagen to draw up a working Constitution, called Copenhagen Statutes, and give shape to the world body. Since then, General Assemblies have been held every three years. The First General Assembly, later also called World Congress of Consuls, was held in Vienna in 1988. It was attended by 132 Honorary Consuls from 21 countries. Monaco in 1992, Limassol - Cyprus in 1995, Eilat Israel in 1998, Curacao in 2000, Athens - Greece in 2003, Montego Bay - Jamaica in 2006, Izmir - Turkey in 2009, Monaco in 2012, Istanbul – Turkey in 2015 and Brussels – Belgium in 2018.

  • The 2nd FICAC Energy Diplomacy Forum, organized by FICAC (World Federation of Consuls) in collaboration with the International Hellenic University (MSc in Energy Law, Business, Regulation, and Policy) was another major highlight of the Eurasian Meeting 2024 in Astana. This groundbreaking event brought together experts and policymakers from around the world to discuss the future of energy. The forum focused on energy transition and the geopolitical implications of energy diplomacy. Prominent speakers included: - Mrs. Clara Poletti, Commissioner of the ARERA - Autorità di Regolazione per Energia Reti e Ambiente, Chair of the Board of Regulators of the EU Agency for the Cooperation of Energy Regulators (ACER) and ARERA delegate at the Council of Council of European Energy Regulators (CEER). - Mr. Rasmi Hamzeh, CEO Jordan Renewable Energy and Energy Efficiency Fund (JREEEF), - Dr. Theodore Panagos, Asc. Prof. at International Hellenic University, Former Vice Chairman, Hellenic Regulatory Authority for Energy - Dr. Komninos Komnios, Asc. Prof. at International Hellenic University, Board Member, Hellenic Regulatory Authority for Energy, Hellenic Energy Ombudsman - Mrs. Antonia Dimou, Head of the Middle East Unit at the Institute for Security and Defense Analyses, Greece; and Associate at the Center for Middle East Development, UCLA University of California, Los Angeles - Mr. Zhambulat Sarsenov, Honorary Consul of Hungary in Kazakhstan and Vice President of WPC Energy - H.E. Marco Alberti, Ambassador of Italy to Kazakhstan, previously directly reporting to the Group CEO at Enel Group, the largest world utility in terms of green electricity generation and customer network, he has been coordinating International Institutional Affairs, providing public affairs support to the different Business Units, developing a variety of cross-sector multi- stakeholder partnerships with private and public entities on energy transition, climate change and geopolitics of energy. The forum was moderated by Loukas Katsonis, Chairman of the board, of Foreign Affairs Institute, Greece, ensuring engaging and insightful discussions throughout the event. Discussions focused on how the energy sector is evolving, with an emphasis on sustainable energy practices and the need for cross-sector collaboration. The forum provided a platform for sharing knowledge, ideas, and strategies on how countries can navigate the changing energy landscape while promoting sustainability and international cooperation.

  • The FICAC (World Federation of Consuls) 2024 Eurasian Regional Conference, at the Sheraton Astana Hotel, set the stage for impactful dialogue and international collaboration. The event began with opening speeches from H.E. Alibek Kuantyrov, Deputy Minister for the Ministry of Foreign Affairs of the Republic of Kazakhstan, FICAC President Hon. Nikolaos Margaropoulos, and Hon. Denis Van den Weghe, Chairman of the Society of Honorary Consuls in Kazakhstan. Several insightful presentations showcased the country’s strategic advantages as an emerging hub for investment across various sectors: Mr. Gabidulla Ospankulov, the Deputy Governor (Akim) at West Kazakhstan Regional Government delivered a compelling presentation on Kazakhstan as an increasingly attractive destination for foreign, long-term investors. H.E. Kanat Sharlapaev, Minister of Industry and Construction of Kazakhstan offered an in-depth analysis of Kazakhstan’s mining sector, focusing on its wealth of rare earth metals—a strategic asset in the global tech industry. Mr. @Yermek Kenzhekhanuly, Vice Minister of Agriculture explored Kazakhstan’s advancements in agriculture, particularly the integration of artificial intelligence to optimize farming practices through modern, sustainable agricultural techniques. Mr. Kairat Sadvakassov from "Kazakh Tourism" National Company" JSC Tourism, outlined the country’s rise as a burgeoning tourist destination. Mr. Raimbek Batalov, Chairman of the National Chamber of Entrepreneurs "Atameken," emphasized Kazakhstan’s strategic approach of pursuing long-term partnerships over short-term gains. Mr. Timur Onzhanov, Deputy Chairman of the Baiterek National Managing Holding , discussed the accessibility and diversity of Kazakhstan’s financial market, from Islamic finance to cryptocurrencies and green finance. Mr. Nurlan Zhakupov, Chairman of "SAMRUK-KAZYNA," highlighted the government’s initiatives to support SMEs, which are vital to the country’s economic fabric.

  • A major highlight of the 2024 Eurasian Conference in Astana, during FICAC (World Federation of Consuls)'s visit to the Nazarbayev University, was the thought-provoking roundtable discussion on “Knowledge Diplomacy: The Role of International Higher Education in the New Geopolitical Era.” This session brought to light the increasing role that educational institutions play in shaping international diplomacy, particularly in an era of rapidly evolving geopolitical landscapes. The speakers Chun-Young Park, Caress Schenk, and our very own Hon. Philipp Khanin (Honorary Consul of the Republic of Fiji in the North West Region of the Russian Federation) explored how higher education can act as a platform for fostering international cooperation, policy development, and cross-cultural dialogue. Following this enlightening discussion, FICAC’s traditional training sessions focused on equipping honorary consuls with the tools and insights needed to navigate modern diplomacy. Esteemed FICAC (World Federation of Consuls) directors led sessions on several key topics: The Role of Honorary Consuls in Developing Commercial Relations – Hon. Karim Qubain (Honorary Consul of Japan to Honduras) underscored honorary consuls' vital role in facilitating international trade and commercial relations. His presentation highlighted the consuls’ ability to act as bridge-builders between nations, promoting economic growth and fostering sustainable business partnerships. Artificial Intelligence as a Tool for Honorary Consuls – Hon. Paolo Tricotti (Honorary Consul of Chile to Monaco) discussed the growing role of AI in diplomacy. He demonstrated how emerging technologies can empower consuls to serve their countries better, enhance diplomatic communications, and provide innovative solutions to complex global challenges. Women in Diplomacy – Hon. Gonul Oray Eken (Honorary Consul of Saint Kitts and Nevis to Turkey) brought attention to the increasing participation of women in the diplomatic arena. She outlined the challenges and opportunities that women face in diplomacy and emphasized the importance of gender equity for stronger international relations. Importance of Training for Diplomatic Excellence – Hon. @Louis Vella  (Honorary Consul of Malta to the USA) highlighted the need for continuous professional development. He stressed that the evolving nature of diplomacy demands ongoing training to ensure that honorary consuls are well-equipped to handle modern diplomatic challenges with confidence and expertise. These sessions reflected FICAC (World Federation of Consuls)’s commitment to professional development, offering participants invaluable insights into global trends in diplomacy. The interactive format encouraged dialogue and the sharing of ideas, ensuring that attendees were left with not only enhanced knowledge but also a sense of renewed purpose in their diplomatic roles.

  • World Federation of Consuls (FICAC) and ICC Sign Agreement to Enhance Global Cooperation FICAC (World Federation of Consuls) of Consuls is pleased to announce that on August 29th, a FICAC delegation, led by President Hon. Nikolaos Margaropoulos, along with President Emeritus Hon. Aykut Eken and Hon. STELIO CAMPANALE, FICAC Director and member of the Legal Committee, signed a Partnership Agreement with the International Chamber of Commerce (ICC). The agreement was signed in the presence of ICC Chairman and Secretary General Mr. John W.H. Denton AO, ICC Deputy Director for Global Partnerships Mr. Gabriel Petrus , ICC Chief of Staff Mr. Davide Cichero and ICC Head of National Committees Engagement Mrs. Caroline MacDonald. This strategic collaboration reflects a shared commitment to advancing global trade and economic diplomacy, further enhancing the role of consular officers in promoting international cooperation. FICAC is confident that this partnership will amplify the impact of our collective efforts to promote international trade as a driver of sustainable prosperity. Together, FICAC and the ICC will work to strengthen the channels of economic diplomacy and further support the vital role of consular officers in building bridges between nations and fostering global understanding. This partnership is a testament to the value of collaborative action in addressing the challenges and opportunities of an increasingly interconnected world, and we look forward to the positive outcomes it will bring for the international community.     Secretary General at International Chamber of Commerce, Paris

    I was pleased to welcome a delegation from FICAC (World Federation of Consuls), led by President Nikolaos Margaropoulos, to the International Chamber of Commerce HQ in Paris yesterday. FICAC is a global network of Consular Associations created to support and improve the status, legitimacy and effectiveness of all consular officers in all receiving States. Its aims are to promote and strengthen mutual understanding between Honorary Consuls and Career Consuls worldwide; develop a framework and basis for exchange of current information, ideas and suggestions regarding matters related to the office of Honorary Consuls and Career Consuls; and promote at national level and international for a better understanding of duties and responsibilities. Against this background, it was only natural that #ICC and #FICAC would join forces through a Partnership Agreement aimed at supporting international trade as a catalyst for shared prosperity. The Agreement will enable Consular Associations and Corps from all over the globe to work closer to the ICC network of #ChambersOfCommerce and #NationalCommittees, expanding the outreach of ICC tools.

  • IN MEMORIAM Hon. Dr. MARKO SMOLE Member of the FICAC Board of Directors, 2022-2025 It is with profound sadness and deep sorrow that the Board of Directors of the World Federation of Consuls (FICAC) announces the passing of its prominent member and Honorary Consul of Seychelles in Slovenia, Hon. Dr. Marko Smole. Hon. Dr. Marko Smole was an exceptional individual whose intellectual pursuits were as remarkable as his diplomatic achievements. Holding a Ph.D. from the Graduate School of Management and European Studies, he specialized in the development of economic consular diplomacy. His academic journey also included a Master’s degree focused on EU developmental assistance and a Bachelor’s degree in economic studies from the Business College of Ljubljana. A visionary and a leader, Hon. Dr. Smole was a founding member of the Consular Corps of Slovenia, serving as its President for several years. Since 1996, he represented the Republic of Seychelles in Slovenia as an Honorary Consul. His commitment extended to founding and chairing the Slovenia-Seychelles Friendship Committee and, in 2008, he became the first Dean of the Honorary Consular Corps of the Republic of Slovenia, leading with distinction for two terms. Elected as FICAC Director in 2015, 2018, and 2022, Hon. Dr. Smole made significant contributions as Chair and Member of various committees, actively promoting the Federation, particularly in the South East European region. His insightful presentations at FICAC conferences and World Congresses were highly valued. In 2019, Hon. Dr. Smole's exceptional leadership was evident as he organized a panel on non-career diplomacy at the Bled Strategic Forum, the largest foreign policy forum in Central and Southeast Europe. His extraordinary achievements earned him the FICAC Medal of Honour and the title of Past President Emeritus of the Slovenian Consular Corps. Hon. Dr. Smole authored the book "Honorary Consuls," published by the Faculty of Social Sciences in Ljubljana, and contributed numerous articles to prominent magazines and newspapers. He also served as a guest lecturer at the Faculty of Social Sciences of the University of Ljubljana. The FICAC Board of Directors extends their heartfelt condolences to Hon. Dr. Smole’s family and the Consular Corps of Slovenia. His absence will be deeply felt by his FICAC family; he will be remembered for his dedication, leadership, and significant contributions to consular diplomacy and international relations. His legacy will continue to inspire us all. May his soul find eternal peace.
