About us
The Dallaire Institute for Children, Peace and Security was established in 2007 by Lieutenant-General (ret) The Honourable Roméo Dallaire, UN force commander of the United Nations Assistance Mission for Rwanda. Our vision is a world where children are at the heart of peace and security. Our mission is to end the recruitment and use of children in armed violence and transform cycles of violence. The Dallaire Institute conducts activities on three fronts: • Interdisciplinary research to build—and share—knowledge, which in turn leads to new solutions • High-level advocacy activities to create and promote the political will to end the use of children in armed violence • Tactical, prevention-oriented training to security sector actors, to promote broader security sector reform. In every aspect of our work, the Dallaire Institute seeks to collaborate with governments, the security sector, academics, humanitarians, and civilian communities. We are the only organization in the world to work with military, police, prison personnel, and private security operators to prevent the recruitment and use of children in armed violence before it happens.

Today on Human Rights Day, two members of our Dallaire Family - Madeline Zutt our Policy and Advocacy Officer, and Dr. Shelly Whitman, our Executive Director are presenting a chapter they have contributed at the book launch of "Hand-In-Hand? Canada at the Human Rights and Peacebuilding Nexus". Their chapter, entitled "Why Canada Needs to Promote a Children, Peace, and Security Agenda", punctuates the importance of the mission of the Dallaire Institute for Children, Peace and Security. "If the world is serious about operationalizing prevention, then there is a need to view children – their protection but more importantly their agency, their perspectives and their participation - as integral to disrupting cycles of violence and achieving sustainable peace and security." The UN's Women, Peace and Security 2023 report to the Security Council outlines that women continue to face grave impacts due to conflict. Women are impacted in conflict settings in specific ways, such as: • Food insecurity, with one in two women suffering from food insecurity in conflict zones. • CSRV, including with the use of weapons, resulting in long-term health consequences such as sexually transmitted diseases. • Abductions and forced marriages. • Assigned to support roles for combatants, ranging from cooking to healthcare. • Assigned to direct participation roles, such as direct combat. Girls are impacted in conflict settings in specific ways, such as: • Lack of access to education, with girls' schools being attacked to limit their education. • Abduction for recruitment purposes by armed forces, sometimes ending in forced marriage to combatants. • CSRV, sometimes resulting in early pregnancies and sexually transmitted diseases. • Being assigned to support roles and direct participation roles, ranging from cooking and caretaking to surveillance and armed combat. The Dallaire Institute is committed to transforming gender norms and power relations that hold women and girls and diverse genders back and prioritizing effective women and girls’ empowerment in peace and security agendas.
