About JTP Groundwork

JTP Groundwork is a capacity building support delivered within the Just Transition Platform (JTP) by the European Commission. It helps the Just Transition Fund (JTF) regions to implement their Territorial Just Transition Plans (TJTPs).
JTP Groundwork delivers tailored support, based on the needs that regions have identified. The technical assistance can, for example, support:
- Project identification and development
- Capacity building for regional and local administrations and other stakeholders
- Support to develop transparent, inclusive, and efficient governance mechanisms for TJTP implementation
- Stakeholder engagement and mobilisation
- Awareness-raising campaigns and communication strategies
- Support to engage in cross-border cooperation and/or projects
The sections on the bottom of the page summarise the support delivered so far as part of JTP Groundwork, include the lessons learned from the technical assistance delivered so far, and list tangible deliverables produced in completed editions of JTP Groundwork.
JTP Groundwork exclusively targets JTF regions with approved TJTPs. Actors actively involved in the elaboration and implementation of the just transition process may represent:
- Regional and local public authorities
- National managing authorities
- Socio-economic partners, such as NGOs, universities, unions or private businesses
Participating regions work with a dedicated JTP Groundwork team to develop a service package where content and scope are tailored to the region’s needs and TJTPs. For each selected region this package will include a scoping, planning and implementation of the technical assistance, as well as an in-person capacity building workshop to engage with local stakeholders and interested citizens.
JTP Groundwork is separate from C4T GROUNDWORK, which helps Member States implement sustainability transitions as part of the European Regional Development Fund and the Cohesion Fund. JTP Groundwork 2024
In February 2024, JTP Groundwork launched the second call for applications for technical assistance and will deliver capacity-building support to 12 beneficiaries covering 16 JTF territories. The beneficiaries of the second wave of technical assistances are illustrated in the graphic below.
The lessons learned report and outputs from the support delivered will be added to this page following the completion of the technical assistance.
JTP Groundwork 2023
Between May and December 2023, JTP Groundwork technical assistance was delivered to six beneficiary regions. The participating regions are illustrated in the graphic below.

Disclaimer: Each technical assistance consisted of several deliverables and milestones tailored to the focus theme of the support, most of which were developed as internal documents for the use by the benefitting institution.
