As a global umbrella organisation, Retina International’s work is centred around supporting and enhancing the activities of its membership. This helps to ensure a common vision exists within the patient-led retina community; to guarantee equitable, immediate and appropriate access to essential healthcare for all people living with retinal conditions. RI believes that education leading to patient participation in research, updating and influencing policy and producing further education and advocacy resources is key to successful innovation. I was honored to participate in a panel discussion at the European conference of ISPOR—The Professional Society for Health Economics and Outcomes Research focusing on the topic of Budget Impact Analysis (BIA) for gene therapies. Thank you to the moderator and my fellow panelists for their invaluable insights Grace Hampson, Scott Ramsey and special thanks to David Sanchez (Retina International) who started with sharing his personal experience when living with an inherited retinal disease. Here are some key takeaways from our discussion: - There is a growing pipeline of technologies focused on prevention and disease interception with the potential to deliver long-term benefits. However, current BIA methods often emphasize short-term direct healthcare costs, potentially overlooking the broader societal benefits and long-term savings that gene therapies can provide. Eventually this could lead to suboptimal resource allocation and inadequate assessment on implications when used in decision-making. - While it can be argued that BIA can be used for budget planning, this is different when BIA is used to inform reimbursement decisions. Focusing on short term risks from a very narrow perspective in BIA can lead to inadequate assessment of affordability risks and misinformed decision-making. - If BIA is applied to assess affordability and inform reimbursement decision-making, we must modernize our methodologies to enhance the scope and accuracy of the assessment. - It is essential for policymakers and Health Technology Assessment (HTA) bodies to adopt a holistic and long-term perspective in BIA. This includes considering a more extensive range of costs beyond healthcare costs and include the impact of managed entry agreements. By advancing these methodologies, we can better capture the impact of innovative and preventive healthcare technologies, ultimately improving patient access. #HealthcareInnovation #ISPOR #EconomicEvaluation #BIA #BudgetImpactAnalysis #GeneTherapy
