About us
Formerly known as the ManSat Group, River Advisers provides critical consulting on international spectrum regulation, market access, and wrap-around support for ambitious new technologies in the satellite and telecom industry. From start to finish, the company provides unrivalled industry experience, giving life to extraordinary projects and propelling connectivity and communication technology to new heights. River Advisers was established as ManSat in May of 1998, and underwent a rebrand and name change to River Advisers in 2023, however, the ManSat brand will remain in place for the company’s initiatives within the Isle of Man, including the ongoing scholarship programme.

This week, there were reports on the Indian regulator (TRAI)’s regulations around Satellite Earth Station Gateways (SESG) in the country. This stems from longstanding obligations in India to establish Gateways for providing satellite services to the local market. As per the existing Government regulations in India, satellite-based communication requires installation of Gateways on Indian soil for routing the traffic to/ from India, for national security purposes. This led to satellite services within the country being restricted to only a few licensees: mainly, companies with “Global Mobile Personal Communication by Satellite” (GMPCS) licenses, which operate local Gateways under their “Unified License” terms. The model was re-evaluated in recent years, and a separate “SESG authorisation” is under consideration. This would enable approved satellite operators to establish their own Gateways and provide resources to different service providers in India, independent from GMPCS license. SESG authorisation holders use spectrum assigned to service providers for their operations. Stakeholders like Globalstar have urged TRAI to ensure that any new SESG authorisation doesn’t negatively impact GMPCS licensees, or those in the process of establishing their own SESGs in India under the GMPCS framework. While the Indian regime is fairly unique and complex, there is a wider issue around local Gateway obligations on satellite operators: It’s not only India where this requirement exists as an obstacle for market access. Several other countries in Africa, the Middle East and Asia also mandate this. Stay tuned for further insight and analysis on this topic.

Last month, River Advisers had the opportunity to take part in the Federal Communications Bar Association (FCBA - The Tech Bar) webinar, 'Limits on Regulatory Jurisdiction of Space Operations After Loper Bright'. River Adviser CEO Katherine Gizinski joined the panel discussion titled 'What Happens Next and Are There Alternative Models That Could Work in the U.S.?'. It was a lively and thought-provoking panel, considering the various implications of the U.S. Supreme Court's Loper Bright v. Raimondo decision for the regulatory authority of U.S. agencies. Topics ranged from the decision's potential impact on the commercial space industry to the evolving investment environment for projects based in the U.S. with insightful contributions from John Janka - Viasat, Jennifer Warren - Lockheed Martin, and moderator Jennifer Manner – National Telecommunications and Information Administration (NTIA).
