The Directorate of Environment is delighted to welcome Dr. Vibha Dhawan and her senior colleague from TERI - The Energy and Resources Institute, New Delhi, for a conversation on #climatechange and #airquality in the state of Uttar Pradesh. I am pleased to participate in the discussions on behalf of Government of Uttar Pradesh along with the officials of the Working Group, Uttar Pradesh Clean Air Management Project (UPCAMP). Given the #challenges identified by the DoEF&CC and the sector expertise gained by the TERI, potential areas of mutual #cooperation were discussed throughout the meetings. Discussions centered on important areas of #airqualitymanagement sectors, such as #emobility, technological upgrades for #MSME, evidence-based #decision #support #systems, ambient air quality monitoring, and boosting capacities for #monitoring #pollutionsources. Topics covered also included #wastewater #management and its #reutilisation, local #climateaction, and the development of #strategic understanding about climate change. We are grateful to the TERI - The Energy and Resources Institute, Clean Air Fund and Bloomberg Philanthropies for supporting the development of a groundbreaking, state-wide airshed management initiative. In addition to laying the groundwork for #regionalcollaboration on air quality management in #IGP, this project will prove to be a #strong long-term plan for managing air quality across the state. TERI's strong #problem-oriented research allows it to not only identify problems but also propose #solutions, which is instrumental in #realizing our vision of a #sustainable Uttar Pradesh. The DoEF&CC is #crossing its #fingers for the moment when UPCAMP will see light of the #cleanairforblueskies day 2024.

The State of #UttarPradesh has been a pioneer in setting the stage for #airshed approach in the country in 2021-22. From then, the State has made significant progress in planning and implementation of the airshed based #cleanair actions. The State also took a #leadership under the guidance of the MoEF&CC for initiating Indo Gangetic Plain #IGP level dialogues for mainstreaming a #wellcoordinated airshed based actions across all the 8 IGP States. UP has also been stressing upon the #mitigation of #evidencebased, however not in focus, sources of #airpollution like household #cooking, #fertiliser and #livestock etc. After UP took lead, many States and #CivilSociety Organisations have started #advocating the airshed approach along with appropriate actions against not in focus yet prominent air pollution sources. The State has been very successful in developing a #longterm #robust and well consulted strategy for providing #cleancooking solutions to the households in the State leveraging the #carbonfinancing to ensure their affordability to the users. Among the other clean cooking solutions, the State has identified the potential of household based bio-digesters in view of the high #livestock population in the State and advancements in the #technology that makes the biodigester tubes very easy to install and operate. The #affordability of this solution may also be achieved with the help of the subsidy provided by the Ministry of New and Renewable Energy (MNRE) coupled with well articulated #carbonfinancing through #voluntary carbon markets. The State is taking up this intervention at large scale and building #pathways for its effective implementation. In view of finalising the plan for its large scale implementation in the State, the Directorate of Environment, Government of Uttar Pradesh in collaboration with Ministry of New and Renewable Energy, Govt of India has successfully organized a technical discussions on “Biogas Technology: Promoting Transition to Clean Cooking”. Key #objective of this discussion is to develop pathways to scale up installations of biogas units as an alternative to solid fuel/biomass based #traditional cooking in rural areas. This discussion was inaugurated by Mr Manoj Singh, Additional chief Secretary, DoEF&CC, Government of Uttar Pradesh. It was a privilege for me to guide the discussions with the insightful guidance by Ms Sangita M. Kasture, Scientist G, MNRE, GoI. The discussion brought together #experts, #policymakers, #financers, #technology #distributors. The discussions offered valuable insights into the practical challenges on the ground and the latest available technologies and suggested strategies to make renewable energy solutions more affordable for rural consumers, highlighting the growing opportunities in emerging Carbon Financing Mechanisms. The insights from the discussions will be used to strengthen strategies devised to scale up uptake of Biogas as a clean fuel for cooking purposes in the State.

This #significant #publication is an outcome of the policy research conducted by our researchers Dr Ravi P Srivastava Sahil Kumar under the guidance of Mr. Ashish Tiwari, 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐨𝐟 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭, 𝐅𝐨𝐫𝐞𝐬𝐭, 𝐚𝐧𝐝 𝐂𝐥𝐢𝐦𝐚𝐭𝐞 𝐂𝐡𝐚𝐧𝐠𝐞, 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐨𝐟 𝐔𝐭𝐭𝐚𝐫 𝐏𝐫𝐚𝐝𝐞𝐬𝐡. 𝐓𝐡𝐞 𝐃𝐨𝐄𝐅&𝐂𝐂 𝐨𝐟 𝐔𝐭𝐭𝐚𝐫 𝐏𝐫𝐚𝐝𝐞𝐬𝐡 is implementing a #sectoral #approach as part of the state's long-term #airshed-based #airqualitymanagement #policy. Eateries, #restaurants, and #dhabhas in and around cities use #charcoal/coal-based #tandoors, which have a #substantialemission load as estimated in emission #inventories and pose a #healthrisk owing to indoor #airpollution. The switch to #LPG-powered tandoors has #environmental and #health #benefits, but #technological #hurdles, cost fallacies, and traditional taste are preventing their widespread acceptance. The DoEF&CC, in #collaboration with the Lucknow Municipal Corporation (LMC) and TERI - The Energy and Resources Institute in New Delhi, has taken on the #challenge of conducting an evidence-based study to identify affordable #technology while also mitigating other challenges, including those related to traditional taste. This effort is part of the CAP India Project, which is financed by the Swiss Agency for Development and Cooperation (SDC). Following that, a series of #stakeholder #consultations were held with well-known eateries in #Lucknow to discuss the conversion of #coal-based #tandoors to LPG tandoors. The discussions focused on survey evaluations conducted by DoEF&CC and TERI, with a comparative analysis of #coal, #gas, and #electric tandoors highlighting the #advantages of gas tandoors, not only in terms of #environmental friendliness but also in terms of #costeffectiveness when compared to others. Furthermore, the viability of converting existing conventional tandoors to gas-powered options through #retrofitting gas kits was given, as well as ideas for keeping the traditional taste in LPG tandoors. We are overjoyed with the huge reaction from Lucknow restaurant, eatery, and dhaba owners who are eager to use LPG tandoors. To instill confidence in the #cleaner #alternative, live demonstrations were held in which tandoor products were cooked in gas-powered tandoors and tasted by restaurant owners. The gathering concluded with stakeholders agreeing that the shift is achievable, with minimum change in taste, and expressing their desire to convert to such an alternative.
