"NOT RECOMMENDED FOR FUNDING", remark on our fund application to a reputed Govt. Fund. (even though the fund was just a collateral free debt', and banks don't fund such innovations). While appreciating the innovation for its Impact and necessity, appreciating Innovator for their efforts and creativity and production readiness, the learned jury cancelled the Machine whose objective is Eradication of Manual Scavenging because.. Quoted verbatim "1. The cost of the machine is Rs. 14.5 lakhs and the end users are proposed to be sanitation workers and self-help groups. The overall usage may be expensive for these users. 2. Commercial viability is dependent on subsidies. 3. The company may try and get in touch with municipalities for paid trials and absorption of the technology." Instead, these are exactly the reason why a Govt. fund has to chip in and help take this Machine to mass production and use. No use comparing Mechanization of Sanitation with commercial activities, instead it should be seen as a necessity like expenses on Defense. Let it be known to all that we are talking of Profit generating Machine which will pay itself out, only if someone financed it. It should not have been compared with EMI of a car. Besides it's the responsibility of exchequer to support Mechanization of Sanitation and save our country from the ignominy of Manual Scavenger deaths and universal shame because now the technology has been developed. POINTWISE REPLY why these are in fact points for recommendations: 1. A vehicle is needed to remove fecal sludge, how can the machine be cheaper than the proposed cost, besides there is 28% GST on vehicle and 18% GST on machine. Less cost means the worker has to carry the waste on their head or in a push cart. 2. When Govt is giving subsidy on this Machine, obviously it is a necessity and alternative is unavailable hence must be support. 3. It will reach municipalities only when manufactured and they have funds to buy, if everything else falls in place. I think this rejection is a clear case of 'Silo working' analyzing an innovation on basis of financial standing of the buyer and profit criterion while ignoring the price of human life and national dignity saved in this case or, in the worst case such a decision reeks of ignorance of ground realities among the decision makers. Can a Rose smell less sweet if called by any other name? So better call a Rose by its name. Avoiding the word #Manual_Scavenging does not lessen the burden of the wet-sanitation worker, who nonetheless has to come in contact with the fecal waste of others in #UGD_manholes, #Septic_Tanks, #Toilet_leachpits, #Urban_slums and #Rural_Sanitation. And it's damaging the possibility of resolution when the entire ecosystem capable of resolving it, instead decides to whitewash and hide the problem. We must understand that Manual Scavenging is a single name to combination of all the problems a society can have. I visualise the resolution of the problem of Manual Scavenging like holding all the legs of the Octopus all at one time. Hence the solution can't come from organizational and ideological silos, depending entirely on the existing systems or existing methods or perhaps from existing structures. The stakeholders in their present form and Manual Scavenger Deaths and Deprivation have co-existed and don't look like converging. Srinivas Chary Vedala sir, I am hugely obliged to your unequivocal focus on deaths of Sanitation Workers as a black spot on entire human civilization. I was shocked into 'Eradication of Manual Scavenging by Technology' on seeing a news report in 2018. With my background in the harsh and risky construction of Mega Hydropower Projects, I couldn't reconcile that sanitation workers are getting killed in a 10 foot pit in the heart of cities with saddening regularity. I venture out to point fingers in my every presentation because unmistakably everyone of us is part of the cause of their misery and needs to feel participative in solutions to this problem, howsoever unlucrative participation may seem. While some statistics are alarming, sharing them with the broader community is imperative to drive actionable change.
