[en] Full-text:In Artificial Intelligent, the term ontology has largely come to mean one of two related things. Ontologies are content theories about the sorts of objects, properties of objects, and relations between objects that are possible in a specified domain of knowledge. They provide potential terms for describing our knowledge about the domain. In other words, ontology is defined as a shared understanding of some domain of interest, which is often realized as a set of classes (concepts), relations, functions, axioms, and instances. This paper reveals the result of a conceptual design process of an ontology for personnel trustworthiness evaluation. (author)

[en] Full-text:The Malaysian Nuclear Information and Communication Technology Steering Committee (JPICT NM) is the highest source of authority in making decisions related to ICT projects at the Agency level. The secretariat for this committee is the Information Technology Center (PTM) under the Technical Support Division. JPICT management is also a part of ICT governance implemented by PTM. Every year this committee needs to meet at least four (4) times a year to achieve the KPI targets set by MOSTI and MAMPU. In each meeting, JPICT NM faces time constraints to discuss all important issues related to ICT technical matters that need to be resolved. Due to time constraints, there are quite a number of issues that need to be postponed till the next meeting and sometimes discussed with half-baked idea. Therefore, at the JPICT meeting No 2/2023, PTM was asked to propose a Standard Operating Procedure (SOP) to examine each ICT project application or requirement proposed by each department in the agency, before being submitted to JPICT. The purpose of this SOP is to optimize the use of technical discussion time so that it can be shortened and appropriate decisions can be made and agreed upon. This paper proposes an appropriate SOP to solve the time constraint problem faced by the JPICTNM. Detailed information related to the SOP will also be discussed in this paper to improve the quality of the technical discussion in helping the JPICTNM meeting to make appropriate decisions. (author)

[en] Personnel trustworthiness or reliability is paramount to the success of any security program. In the Nuclear Security domain, personnel trustworthiness evaluation is one of the important tasks to mitigate insiders threat. Internal adversary or collision adversary could be identified by evaluating personnel trustworthiness. Currently, most organizations implemented a background checking process for personnel trustworthiness evaluation. The background-checked is done by manually screening a personnel's background data. Most of the data screening and filtration is done by security personnel in the Security Department. This practice evoked issues regarding the security personnel himself as there is human intervention in the process. The result could be biased based on the human perception or the relationship of the evaluator to the personnel that is being evaluated. Therefore, there is a need to overcome the problem. One of the solutions is by implementing an Artificial Intelligent System that could evaluate the personnel's trustworthiness autonomously. A knowledge-based technique has always been a very comprehensive technique in developing intelligent application systems. The use of ontologies in the intelligent system is necessary to provide a vocabulary and taxonomy of categorization and classification of entities within the domain. Thus, this paper proposed a knowledge-based model, namely, the Personnel Trustworthiness Evaluation Ontology (PTEO) v1.0 that has been developed based on current practice, as stated in the IAEA guidelines. [en] As reflecting the evolvement and movement of world economy direction, Malaysia move one step a head towards knowledge based economy (K-Economy). The movement indirectly changes the Malaysian Nuclear Agency (Nuclear Malaysia) environment to contribute to the K-Economy in the field of science and technology. Therefore, the practice of knowledge management is slowly introduced to the Nuclear Malaysia community to support the K-Economy. This paper describes the detail of the practice of knowledge management at macro and micro level in an organization. The Prototype and Plant Development Center(PDC) under the Technical Support Division, Technical Service Program has been chosen to be the case study in implementing the practice of knowledge management in Nuclear Malaysia. The main objective of this paper is to introduce the right practice of Knowledge management in an organization and PDC as among the first case for this purpose. (Author)

[en] One of important components to achieve higher knowledge management (KM) maturity level of an organization is practising knowledge assessment. Assessment is important in KM because it is a tool to drive the organization to the right direction with acceptable risk in terms of the utilization of organizational resources such as manpower, time and the cost. With the assistance of information technology, assessment could possibly easier, faster and cheaper. This paper shares some technical design of an electronic tool called critical knowledge expert directory (CKED) that could facilitate the assessment of knowledge loss risk in an organization. The tool was designed based on internationally known knowledge loss risk assessment method with some modifications. It is developed using mixed software environments on existing server platform. It has been deployed and tested by related personals at the Malaysian Nuclear Agency. (author)

[en] Transforming manual process into digital mean requires strenuous strategy and efforts. Despite the digitalization, building structured data on the unprecedented domain area is an important discovery to the information technology. Through a project called MBioTest, a structured database architecture has been developed to support the MBioTest system. Previously, data used for Microbiology Laboratory test were in the text-based files and less structured. The less structured data leads to unproductive data usage and retrieval. This paper presents the development of database architecture used in the Microbiology Laboratory test information system (MBioTest). The database architecture is design based on two type of microbiological test procedures, namely Sterility and Bacterial Endotoxin Test. Those tests are conducted to ensure the safety of radiopharmaceutical product used in cancer screening. The emphasize is on the generalization of the database architecture design which is able to be replicated to some other application of similar type of laboratory information management. (author)
