BOMCA is the flagship and the largest EU-funded Programme in Central Asia, 10th phase.

About us

Its current 10th phase (BOMCA 10) has started on April 1, 2021 for the period of 54 months with the budget of 21.65 million Euros. BOMCA 10 is implemented by the consortium of border management institutions of the selected EU MSs and International Centre for Migration Policy Development (ICMPD) led by the State Border Guard of the Republic of Latvia. The Programme aims to enhance security, stability and sustainable growth in the region, while supporting cross-border cooperation and improving living conditions for people in the border areas of Central Asia. Thematically, BOMCA 10 covers four components: institutional development of border management agencies, improvement of detection capacities, trade facilitation, and improvement of cross-border cooperation. Geographically, the project covers all five countries of Central Asia. This page was created and maintained with the financial support of the European Union. Its contents are the sole responsibility of the BOMCA 10 consortium of implementing partners and do not necessarily reflect the views of the European Union.

  • 🇪🇺🇱🇻 🤝🇰🇿🇰🇬🇹🇯🇹🇲🇺🇿 From 4–6 March, BOMCA 10 organised a study visit to Latvia for customs representatives from Central Asia to explore national customs information systems in practice. ✅ Participants engaged with experts from the National Customs Board of Latvia, learning about the EU’s single window system, e-commerce developments and automated risk analysis. ⏩️ They visited key customs control points, including Import CCPs, Airport CCPs, and Riga Freeport CCPs, as well as the Customs Laboratory. A visit to the national postal operator “Latvijas Pasts” provided insight into parcel sorting, data exchange with customs and automatic declaration submission. ↗️ This hands-on experience strengthened understanding of digital customs solutions and their role in modern trade processes. ________________ #ЕU4CA #БОМКА

  • 🇹🇲🤝🇪🇺The State Customs Service of Turkmenistan in partnership with the EU-funded Border Management Programme in Central Asia #BOMCA10 launched its first-ever mobile application, marking a significant milestone in modernising customs procedures across Turkmenistan and Central Asian region. ⏩️ Available in Turkmen, English, and Russian, the app simplifies customs processes for both travellers and businesses. Key features include: ✔️customs information ✔️customs regulatory and legal documents ✔️FAQ section ✔️online tariff calculator ✔️filling out online/offline passenger declaration 🛃 Access to up-to-date customs regulations helps businesses and individuals to comply with procedures and avoid delays. It also fosters transparency and security, building trust between border communities, customs authorities and neighbouring countries, promoting economic stability and enabling the free flow of goods and services. 📲 The app is available for free on both Google Play and the App Store.

  • 🇪🇺🤝🇹🇲🇰🇿🇰🇬🇹🇯🇺🇿On 20 February, the EU-funded Border Management Programme in Central Asia #BOMCA10 held its fourth Regional Steering Group #RSG meeting to review the ongoing progress and agree on plans for its final implementation year. 📌 The meeting took place in Ashgabat, Turkmenistan bringing together representatives from the donor, implementing consortium of the programme, and national counterparts directly involved in the project’s implementation in each of five countries of Central Asia. ✅ To date, BOMCA 10 has successfully implemented nearly 90% of its planned activities across five countries, focusing on institutional development of border control agencies, enhancement of detection capacities, trade facilitation and cross-border cooperation. ⏩️ As the programme nears finalisation of the ongoing phase, efforts will continue to complete the remaining activities while consolidating achievements and success stories of the lasting impact and sustainability of work towards peace and stability in the region of Central Asia. #EU4CA #BOMCA

  • #BOMCA10 supports the development of e-learning for border agencies of Kazakhstan. 📚 From 11-13 February, in Astana, BOMCA 10 organised a national workshop on e-learning platforms and digital course development in partnership with the Training and Methodological Centre of the SRC MF of Kazakhstan. 🛂 This workshop aimed to support representatives of border agencies and educational institutions in development of specialised e-learning courses, integrate modern digital solutions into education, and enhance their teaching and training skills. 🎓💻  Participants of national seminar explored EU good practices in digital learning, deepened their knowledge of course design and implementation, and developed custom training modules on Moodle. _________ #EU4KAZ #BOMCA #BorderManagement

  • 🎓 On 10–11 February, #BOMCA10 organised technical mission to support the development of Master's level curricula of the Customs Institute of Uzbekistan. 📌 This initiative aimed to align the country’s customs education with the professional and accreditation standards of the World Customs Organization (WCO). 🇪🇺🤝🇺🇿The event brought together representatives from the Customs Institute, the EU Delegation to Uzbekistan and BOMCA 10 experts from Riga Technical University. ⏩️ As a result of this initiative, future customs professionals will be equipped with the necessary expertise to address evolving challenges in global trade, border security and trade facilitation. #BOMCA #EU4UZB

  • 🇪🇺🤝🇹🇲 #BOMCA10 in cooperation with UNOCT and UNCCT organised a national workshop in Turkmenistan on the development of Integrated Border Management Strategy and its Implementation Plan. ✅Participants from Turkmenistan state institutions ensuring border security such us border and migration control, criminal intelligence and investigation, customs and phyto-veto control were familiarised with the advantages of an integrated approach to border security. 🔹 In the result of workshop, recommendations on the elaboration of strategic framework such as a national Strategy and its implementation plan will be developed. 📌The Integrated Border Management Strategy identifies risks and threats, determines national agencies and their role in combating cross-border crime, set efficient cooperation mechanisms, and areas of development for agencies to address security challenges such as illegal migration and trafficking in persons, terrorism, drugs, smuggling and other cross-border threats. ________ #BOMCA #EU4TKM #BorderManagement
