Established in 2014, the Green Climate Fund (GCF)'s Independent Evaluation Unit (IEU) plays a crucial role in leading the evaluation and learning function of the GCF. The IEU has 3 core objectives: 1) Inform the Board's decision making, synthesise lessons learned and guide the GCF and its stakeholders. 2) Undertake and deliver high quality and independent evaluations of the GCF's performance, activities, and results. 3) Inform the UNFCCC and the Paris agreement.

Are Indigenous women leading climate action in Paraguay? 🇵🇾 What does climate leadership look like for Indigenous women in Paraguay? How are they shaping decisions and making their voices heard? IEU’s Genta Konci traveled to Paz del Chaco and San Pedro in August 2024 to meet with Indigenous communities and Indigenous women involved in Green Climate Fund projects. Her data clearly shows—when given the opportunity, women are stepping up. Workshops and training sessions are building leadership skills. More women are getting a seat at the table in climate projects. Gender-sensitive approaches are making a difference. But there are still big challenges: Traditional gender roles make leadership harder to access. Resources for women’s initiatives are scarce. Gender is often treated as an afterthought in project planning. How are Indigenous Peoples included in climate finance in the Philippines? 🇵🇭 IEU’s Martin Prowse visited the Philippines to assess how GCF projects work with Indigenous communities. The case study examined Free, Prior, and Informed Consent (FPIC) processes, Indigenous governance structures, and the extent to which Indigenous knowledge is integrated into project design and implementation. Evaluation interviews with Indigenous communities made it clear: policies alone are not enough. How these policies are implemented how voices are heard and decisions are made matters just as much. While the Indigenous Peoples Rights Act of the Philippines (IPRA) provides a legal framework, its application within GCF projects varies. The case study highlights both progress and challenges in ensuring Indigenous Peoples play a meaningful role in climate finance decision-making. What does it mean to bring community voices into climate action? 🇧🇼 The Okavango delta in #Botswana is currently facing its worst drought in decades, with thousands facing food insecurity. Foot and mouth disease wiped out livestock and there were limited economic opportunities. In this context, what does Free, Prior, and Informed Consent (FPIC) mean to help amplify community-level voices in planning Green Climate Fund projects? In August 2024, the IEU's Rishabh Moudgill visited Gaborone alongside the Nokaneng and Habu villages, as part of a case study for the Independent Evaluation of the GCF's Approach to Indigenous Peoples. Besides the Remote Area Vulnerable Communities, Rishabh alongside Ketsile as the tehnical expert interviewed colleagues from the Ministry of Finance Planning and Economic Development (the NDA), Ministry of Environment, Natural Resources and Tourism, Ministry of Land and Water Affairs, Ministry of Agriculture, Conservation International, UNDP, Japan International Cooperation Agency (JICA), Wild Entrust and the San Research Centre of the University of Botswana (UB). Rishabh was curious about how the GCF’s Indigenous Peoples’ Policy is implemented in practice.
