This November, Foreign Investors' Council in Latvia had the honor of meeting with the Ambassador of Denmark, Morten Jespersen, the Ambassador of Finland, Anne Saloranta, and the Ambassador of France, Manuel Lafont Rapnouil. The strategic discussions with the Ambassadors provided an invaluable platform for aligning priorities, developing ideas on how to tackle key challenges of the foreign investors in Latvia, and exploring collaboration. Key themes of the discussions included: 🔑 Transparency & Economic Stability: Foreign investors should be acquainted with the effective government strategies that will ensure long-term economic development and enhance Latvia’s international image. 👩🎓 Human Capital: Tackling workforce challenges is crucial for attracting investment, therefore education reforms and vocational training are needed. 🚀 Defense Sector & Innovation: Recognizing investments in the defence sector as a key driver of technological advancements and broader economic growth, offering Latvia opportunities to lead in cutting-edge industries and dual-purpose technology development. ♻️ Sustainability: Green innovation, circular economy, renewable energy investments and sustainable practices provide business opportunities. Latvia can draw valuable insights from international experiences. Throughout these discussions, a shared optimism about Latvia’s untapped potential was clear. Did you know that nearly 23% of Latvia’s GDP in 2023 stemmed from the shadow economy? This pervasive issue erodes fair competition, social equity and trust in governance. In a recent LV Portāls interview, Evita Gosa, leader of the Shadow Economy Combatting Work Group at Foreign Investors' Council in Latvia, called for a unified action to reduce the size of the shadow economy! The Shadow Economy Restriction Plan (2024–2027) of the Finanšu ministrija/ Ministry of Finance of the Republic of Latvia aims to tackle critical issues, such as envelope wages and financial transparency, with a goal of reducing shadow activities by 1% of GDP by 2027. Yet, success hinges on more than policy - it requires cultural change, effective implementation and collaboration across sectors. As Evita emphasized, "The shadow economy undermines sustainable development. FICIL is grateful to the Latvian small and medium-sized enterprise association (Latvijas Mazo un vidējo uzņēmumu asociācija) for a productive meeting today! We have discussed key challenges that face both large and small enterprises, particularly the high administrative burden, lack of human capital and of the long-term economic development strategy of Latvia! The small companies in Latvia are in a particularly vulnerable position. 📢 Today, on November 27th, Tatjana Guznajeva, the Executive Director of Foreign Investors' Council in Latvia joined the discussion on the programme “Krustpunkts” on Latvijas Radio, alongside Latvijas Investīciju un attīstības aģentūra - LIAA director, Ieva Jagere EMBA, Member of the Saeima Committee on National Economy, Jānis Patmalnieks, Luminor bank chief economist, Peteris Strautins, and Chairman of the Board of AS "SAF Tehnika", Normunds Bergs. The discussion focused on how Latvia succeeds in attracting foreign investors and on challenges they face in the country. Tatjana pointed out that Latvia lacks a long-term economic development strategy, which is crucial for developing a clear story on what advantages Latvia provides for investors. Moreover, she highlighted that the strategy would help to align policy goals across public sector institutions, encouraging the building of synergies. In view of Tatjana, the government should find the right approach that would both stimulate attraction of foreign investment and support the development of local businesses. Despite the challenges that the foreign investors face in Latvia, 67% of them plan to increase investments in Latvia. This is a good signal on existing strengths of Latvia as an investment destination - export opportunities, effective tax policies, good infrastructure (including digital), and a skilled workforce. As a small country, Latvia must focus on solving its challenges, while in parallel showcasing its strengths.
