In late October 2024, Boko Haram attacked a Chadian military base, killing 40 soldiers. This led Chad to threaten pulling its forces from the Multinational Joint Task Force (MNJTF), citing a lack of cooperation following the attack. Chad’s military is a key pillar of the MNJTF, and its potential withdrawal would significantly weaken the force’s effectiveness in regional counter-terrorism efforts. On November 11, 2024, another deadly clash occurred between Chadian soldiers and Boko Haram militants, leaving 15 Chadian soldiers dead and 32 wounded, while 96 Boko Haram fighters were killed. With Boko Haram continuing to pose a serious threat, strengthening coordination and unity within the MNJTF is crucial to maintaining stability in the Lake Chad region. Een weerbare samenleving begint met het bewustzijn dat manipulatie door statelijke actoren, zoals #Rusland, een reëel risico is. Dit is geen nieuw fenomeen, maar een strategie die diep geworteld is in de geopolitieke geschiedenis. De Russische overheid en haar inlichtingendiensten hebben al in de jaren '70 een gedetailleerd #playbook ontwikkeld om westerse samenlevingen te ondermijnen en te verzwakken. Dit playbook, gebaseerd op desinformatie en sociale ontwrichting, maakt gebruik van strategische manipulatie om #polarisatie te vergroten, vertrouwen in instituten te ondermijnen en de cohesie in samenlevingen te breken. > Voorbeelden door de geschiedenis heen De Koude Oorlog: Tijdens deze periode financierde Moskou diverse activistische bewegingen in West-Europa, waaronder vredes- en antinucleaire campagnes. Hoewel deze bewegingen vaak legitieme zorgen hadden, werden ze door de Sovjets gemanipuleerd om verdeeldheid te zaaien binnen westerse democratieën. De jaren '80: Documenten van de Stasi en KGB tonen aan dat sommige milieubewegingen in Europa indirect werden ondersteund door Moskou, met als doel om het Westen economisch en politiek te destabiliseren. Hedendaagse invloed: Rusland gebruikt tegenwoordig sociale media en andere digitale platforms om bestaande spanningen uit te vergroten. Van Black Lives Matter-achtige protesten tot anti-vaccinbewegingen – elk maatschappelijk conflict biedt een kans voor beïnvloeding. In 2023 nog voerden Russische militaire inlichtingendiensten in Frankrijk een psychologische operatie uit die #antisemitische activiteiten aanwakkerde, met als doel de situatie in Parijs te destabiliseren en moslims in de buitenwijken tot rellen aan te zetten. Deze operaties maken deel uit van een bredere strategie om religieuze en etnische conflicten in Europese landen te initiëren. > De kracht van bewustwording Het is cruciaal dat we als samenleving leren om manipulatie te herkennen en te doorzien. Dit begint bij educatie over de tactieken van desinformatie en het belang van kritische reflectie. Door ons bewust te zijn van deze strategieën kunnen we gezamenlijk werken aan een weerbare, verbonden samenleving. Laten we als Nederland niet in de val lopen van verdeel-en-heers-tactieken. Manipulatie door buitenlandse actoren is geen abstracte dreiging, maar een concrete realiteit die onze samenhang en stabiliteit kan ondermijnen. On 9/10/2024, national elections took place in Mozambique. On 24/10/2024, the final results were validated by the Supreme Court and led to a landslide victory for Mozambique’s ruling party Frelimo with more than 70% of the vote. The emergent opposition party Podemos won 20% of the vote and the Renamo party came third with just over 5% of the votes. However, this landslide win from the Frelimo party led to a wave of protests, with opposition groups arguing that the elections were unfair and rigged. The protests are expected to persist and potentially escalate in intensity. The authorities continue to crackdown on protesters. If left unaddressed, the combination of economic challenges and social discontent could lead to prolonged instability. While #Haiti is in the midst of a political crisis following the replacement of interim PM Garry Conille, a new wave of gang-related violence hits the capital, Port-au-Prince. On November 11, a US Spirit Airlines passenger plane was struck by gunfire while trying to land in Port-au-Prince. Following the incident, Haiti's aviation authorities temporarily closed the capital's International Airport and issued a NOTAM which is expected to last until Monday, November 18. On the same day, US-based American Flights and JetBlue temporarily canceled all flights to and from Haiti. JetBlue later extended the flight suspension until December 2 after detecting bullet damage on one of their aircraft returning from Haiti. On November 12, the Federal Aviation Administration (FAA) halted all US civilian flights to Haiti for at least 30 days. The ban also prohibits any US plane from flying into Haitian airspace under 10.000 feet. The attack on Spirit Airlines' plane is not the first similar incident. On October 24, a UN helicopter was hit by gunfire and forced to make an emergency landing in Port-au-Prince. Also, in late October 2024, gangs targeted US embassy vehicles, resulting in the evacuation of all nonessential staff of more than 20 embassies in the capital. The gunfire targeting the passenger plane came just hours after PM Garry Conille was replaced by entrepreneur and former senate candidate Alix Didier Fils-Aime by the Transitional Council. For weeks the country had been experiencing a deteriorating political climate due to growing tensions between the Transitional Council and former interim PM Conille over his refusal to reshuffle his cabinet and the removal of three council members accused of corruption. The Organization of American States (OAS) unsuccessfully attempted to mediate between the parties in recent weeks. The appointment of the new Haitian PM risks fomenting increased political instability and providing an opportunity to gangs to expand their grip on the country. Following the announcement of Conille's removal, several armed clashes between gangs and security forces and acts of vandalism were reported in different areas of the capital. Multiple businesses and schools, as well as some foreign embassies, were closed due to the threat of gang violence. In response to the Transitional Council's move, international observers warn of the chance of protests in the coming days. Haitian law enforcement and the Multinational Security Support (MSS) mission have deployed significant contingents to secure government buildings and key infrastructure. A recent sequence of policy moves and cyber defense actions reflects a growing, global consensus on the urgent need to counteract cybersecurity risks posed by Chinese threat actors. On the night between 7th and 8th November 2024 Maccabi Tel Aviv fans were attacked in Amsterdam after the football match against the Ajax Amsterdam team. The attack was described as driven by anti-semitic sentiments. The Israelis fans were beaten, run over and harassed, and had to barricade themselves in shops and other places in the city. There were several reports of politically charged incidents in the days leading up to the match. Israeli fans have been reported singing anti-Palestine chants and tearing down of Palestinian flags from buildings. The leaders of Israel and the Netherlands claimed the violence against the fans of soccer club Maccabi Tel Aviv happened before and after the Europa League football match, but the pro-Palestinian activists claimed the Israeli fans were the first to engage in harassment and violence. It is not the first time that a public or a symbolic event regarding the Jewish or Israeli community escalated into violence or riots since the start of the war in Gaza in October 2023. For example, on March 10, 2024, the opening of a new Holocaust museum in Amsterdam led to violent protests by pro-Palestinian activists. Again, on October 2, 2024, the Jewish New Year, two explosions took place near the Israeli Embassy in Copenhagen. It is likely that tensions will be high around important dates for the Jewish community. For example, the next Hanukkah celebration (between December 25 and January 2, 2025) and the International Holocaust Remembrance Day (January 27, 2025). Social unrest caused by former President Evo Morales's supporters is intensifying in Bolivia. For months, the country has been experiencing political instability stemming from the political dispute between former ally President Arce and former Bolivian leader Morales over the MAS party's candidacy for the government in the 2025 elections. In recent weeks, tensions have culminated in nationwide anti-government protests, roadblocks, and clashes with security forces.
