While #Haiti is in the midst of a political crisis following the replacement of interim PM Garry Conille, a new wave of gang-related violence hits the capital, Port-au-Prince. On November 11, a US Spirit Airlines passenger plane was struck by gunfire while trying to land in Port-au-Prince. Following the incident, Haiti's aviation authorities temporarily closed the capital's International Airport and issued a NOTAM which is expected to last until Monday, November 18. On the same day, US-based American Flights and JetBlue temporarily canceled all flights to and from Haiti. JetBlue later extended the flight suspension until December 2 after detecting bullet damage on one of their aircraft returning from Haiti. On November 12, the Federal Aviation Administration (FAA) halted all US civilian flights to Haiti for at least 30 days. The ban also prohibits any US plane from flying into Haitian airspace under 10.000 feet. The attack on Spirit Airlines' plane is not the first similar incident. On October 24, a UN helicopter was hit by gunfire and forced to make an emergency landing in Port-au-Prince. Also, in late October 2024, gangs targeted US embassy vehicles, resulting in the evacuation of all nonessential staff of more than 20 embassies in the capital. The gunfire targeting the passenger plane came just hours after PM Garry Conille was replaced by entrepreneur and former senate candidate Alix Didier Fils-Aime by the Transitional Council. For weeks the country had been experiencing a deteriorating political climate due to growing tensions between the Transitional Council and former interim PM Conille over his refusal to reshuffle his cabinet and the removal of three council members accused of corruption. The Organization of American States (OAS) unsuccessfully attempted to mediate between the parties in recent weeks. The appointment of the new Haitian PM risks fomenting increased political instability and providing an opportunity to gangs to expand their grip on the country. Following the announcement of Conille's removal, several armed clashes between gangs and security forces and acts of vandalism were reported in different areas of the capital. Multiple businesses and schools, as well as some foreign embassies, were closed due to the threat of gang violence. In response to the Transitional Council's move, international observers warn of the chance of protests in the coming days. Haitian law enforcement and the Multinational Security Support (MSS) mission have deployed significant contingents to secure government buildings and key infrastructure. I recently had the privilege of meeting the Police Commander in charge of the Brussels Airport suicide bomb attack in 2016. (A reminder of the incident is in the BBC News report below). It was an enlightening experience to learn firsthand about the psychological impact on him and his staff. Shockingly, he lost 15% of his workforce within a very short period of time. As I prepare to share a platform at the Passenger Terminal Conference in Frankfurt this April with him, Neville Hay Avsec PM, MSyl, M.ISRM and Dr David Rubens, its a further reminder of the importance of having #riskmanagement strategies and #crisismanagement plans in place. The Commander has delivered over 300 presentations on lessons learned and the importance of preparedness and continues to shock his audiences with the details of those very sad events on that day and how it took its toll on many first responders and crisis leaders. This serves as a stark reminder for #boards and organisations to prioritise the safety and well-being of their workforce. In today's world, organisations must be prepared for potential litigation, trial by media, and examination by #compliance organisations. The ICO is just one example of the many entities that hold organisations accountable for their actions as threats such as cyber and other #ransomware attacks continue to pose a threat to all businesses whilst the specter of #terrorism also remains as geopolitics play out. When is a 'war-like' act, terrorism...? or not.... There is a strong suggestion that Russia is having incendiary devices sent into the postal supply chain with the intention of disrupting countries they consider hostile. Two incidents have been reported this summer; in the UK and Germany. So what if one of these perils, or a similar device in the future, functions on an aircraft, causing it to crash? There are a range of RDS that could add up to a significant loss. When it looks and feels like a terrorist attack, does the suspicion that a state actor has paid a non-state actor to send such devices invoke a war exclusion? But politics could get in the way. And it may be in the interest of governments to not declare what they know. So where does that leave the insured? They just want cover from malicious actors. The Security Strategy for the Kingdom of the Netherlands published in April 2023 highlights that the complex and evolving situation in #Venezuela holds significant implications for the Netherlands. Venezuela's political instability, economic crises, extensive criminal networks, and growing alliances with non-Western powers like Russia, China, and Iran pose potential security and economic challenges that could ripple across the Caribbean and beyond. The Dutch Caribbean, particularly the ABC islands (Aruba, Bonaire, and Curaçao), which share maritime borders with Venezuela, are directly impacted by flows of illicit drugs and weapons, displacement, and regional security concerns. "The State Security Ministry said it had foiled an attempt to gather intelligence about new military equipment – including what it described as “trump card” weaponry – in an unidentified coastal city. In a post on its official WeChat page it said that it had been tipped off by a suspicious landlord who had noticed an “eerie green light” coming from a house he had rented to the foreign company." "The green light turned out to be coming from video monitoring equipment used by foreign agents to collect intelligence from a nearby naval base, which carried out “important military tasks” and was being targeted by foreign agents. The post did not give details such as when and where the alleged incident happened or which country had sent the spies. It also did not say if any arrests had been made." If the 'spies' were caught in the act, then by all means prosecute them. They were after all spies, and getting caught by your landlord is not the stuff where legends are made of. So constant vigilance about tenants should be the norm. And this is not an isolated case - in the US, people reporting 'suspicious' people over their O-ring cameras (these turn out to be 'undesirable' not criminal) is a thing. But the problem is not spies vs spies but false positives (these will mostly be undesirable behaviour more than espionage - and false negatives (that means spies that should have been caught but got away). Why is that a problem, because chasing down false positives is a drain on resources. "But it said that the landlord had received a “handsome reward” for his “significant contribution” adding that China’s security would have been “severely harmed” if the information collected by the spies had been sent overseas."" Being picky here. How do they know that the info has NOT been sent overseas already? Just because it is still in the hard-drive does not mean that it was not transmitted?
