INHOPE is the leading global network combatting online Child Sexual Abuse Material (CSAM). The Network consists of 54 hotlines in 50 countries (as of January 2024) that provide the public with a way to anonymously report illegal content online with a focus on CSAM. Reports are reviewed by content analysts who classify the illegality of the material, which is then shared with local Law Enforcement Agencies and a notice and takedown order is sent to the relevant Hosting Provider. We support hotlines and their partner organisations through training, setting high quality standards and best practices for hotline operations, and ensuring staff welfare. We provide the hotline network with a secure platform called ICCAM that facilitates the exchange of CSAM reports between hotlines and INTERPOL. INHOPE promotes legislative and policy developments that support our vision of an internet free from CSAM. INHOPE is based in the Netherlands and our member hotlines operate across six continents: Africa, Asia, Australia/Oceania, Europe, North and South America. In a borderless digital world CSAM has global consequences and as its distribution grows so do our efforts. Grooming LATAM has revealed concerning insights into online grooming risks faced by children and teenagers in Latin America. With data from 17.000+ participants (ages 9-17), this report shows that 60% of children in the region spend more than 4 hours online daily. Alarmingly, it states that 4 in 10 children have engaged in online conversations with strangers. Led by Grooming Argentina, the Grooming LATAM network spans 25 organisations across 12 countries, with missions in awareness, prevention, and law enforcement collaboration. As a global network is important to keep the lines of communication open. In order to maximise the value of the network to all members we hold two Hotline Training Meetings each year. We ensure to provide ongoing training and knowledge to our network's analysts so they can be prepared to tackle the ever-evolving challenges of child sexual abuse material (CSAM) reporting. 200+ members joined our INHOPE Hotline Training Meetings in 2023 and the upcoming (virtual) one is just around the corner. Korea has seen a sharp rise in deepfake sexual exploitation materials, particularly following a major deepfake pornography scandal in August 2024. In response, the Korea Communications Standards Commission (KCSC) has strengthened its efforts to combat these alarming developments through: 🔍 Platform Monitoring – Tracking major platforms to swiftly identify and address deepfake content. ⚡ Rapid Action – Issuing corrective measures within 24 hours to prevent harm. 🚨 Law Enforcement Referrals – Referring offenders to law enforcement for further investigation. KCSC’s commitment doesn’t stop there. They’ve expanded their team, collaborated with governments, launched a reporting hotline, and taken proactive steps to engage international partners and platforms. Is digitally generated child sexual abuse material (CSAM) illegal everywhere? Surprisingly not quite! While 40 out of 61 countries assessed have laws against this type of content, the legal status varies significantly. In some countries even if digitally and AI-generated material is deemed illegal, classification can change based on specific circumstances. For example, in Colombia and Mexico, the content may not be criminal if no real person is depicted. Seven assessed countries lack laws against this type of content, for instance, in Japan, it's legal unless explicit genitalia are shown, while in Finland it’s not illegal if it's clearly digitally generated. As tech evolves, legislation must keep pace, and there is still work to be done to achieve up-to-date harmonised legal frameworks.
