Our world faces increasingly complex threats and risks – and climate change is part of many of them. A growing number of research centres and experts have shown the general nature of these risks and tracked their impact on politics, peace and conflict. The United Nations, the World Economic Forum, NATO, the European Union and many governments have all acknowledged climate change as a challenge to human security and international security. Nonetheless there has been limited momentum to formulate policies to address these risks. This is partly because the risks are still underestimated and poorly understood in mainstream defence and foreign policy circles. The Planetary Security Initiative has been launched to help remedy this problem – to spread knowledge, to deepen knowledge where necessary, and to develop and promote policies and good practice guidance to help governments, the private sector and international institutions manage climate-security risks. The Netherlands Ministry of Foreign launched the Planetary Security Initiative (PSI) in 2015. In the Spring of 2016 Clingendael was selected to implement the continuation of the PSI together with a consortium of leading think tanks working on this topic. The goal of the PSI is to strengthen the knowledge-policy interface by consolidating the community of practice on planetary security.

🌍 A recent article by Varun Mohan highlights how the perceived Global North-South divide is a major roadblock to addressing the #security implications of #climatechange in the United Nations Security council. 💡 There is a growing consensus within the #GlobalSouth that climate change poses significant security risks but resistance to involving the United Nations Security Council to address these risks remains. The Global South, as a category, may have limited utility in understanding the role of the United Nations Security Council in climate security. 📑 A new report by Global Water Monitor found that, in 2024, the world broke new temperature records while precipitation extremes increased. Here are some of the key findings of the report: 🔷 #climatechange is making water disasters worse. 🔶 #globaltemperatures continue to increase rapidly. 🔷 Both high rainfall and droughts are becoming more extreme. 🔶 Water-related disasters caused major damage in 2024. Flash #floods, #landslides, and tropical #cyclones were the worst types of disasters in terms of casualties and economic damage. 🔷 Floods and #drought impacted different parts of Africa, and drought conditions deepened in the Amazon basin and Southern Africa. In 2025, the world faces increased risks. Droughts may worsen in South America, Southern Africa and parts of Asia whilst wetter regions like Europe may face elevated flood risks. New Publication 📜 Climate change is turning up the heat in the Arctic 🔥 The area has become a #geopolitical hotspot because glaciers and sea ice are melting at record speed due to #climatechange, uncovering mineral resources and opening up alternative sea routes. An article published by the Elcano Royal Institute highlights that the #Valenciafloods 🌧️ are not representative of #Spain as a whole. In stark contrast, other parts of Spain have recently suffered prolonged bouts of #drought. 🚱 Both the tragedy in Valencia and persistent droughts have brought home the rising threat of #climatechange on #planetarysecurity for which Spain, like so many other countries, is unprepared. ⏰ A report, published in November 2024 by the environmental consultant OIKOS, sounds alarm bells on Spain’s ‘increasing #waterstress’ 💧 #Watergovernance clearly needs to be improved. OIKOS calls for the creation of a national water authority in order to better coordinate national, regional and municipal policies. This December, the UN Convention to Combat Desertification's COP16 brought together world leaders to discuss #desertification, #landdegradation and #drought, all of which have detrimental impacts on #planetarysecurity. 🚱 🌳 Many #landrestoration initiatives focus on forest cover. The UN and other prominent organisations in the field define forests as areas with more than 10% tree cover. However, many non-forest ecosystems that are dotted with trees also fall under this category and risk being targeted by reforestation efforts, causing the loss of #ecosystemservices. ❗ Land restoration will be critical to achieve #climatesecurity, but the forest-centric vision of land restoration must be revised. Amid the launch of Saudi Arabia's #REMDY project at UNCCD COP16 – which uses #AI to monitor land health – special attention should also be paid to the capabilities and potential limitations of digital technologies and smart systems in assessing land health. 🌍 The Earth’s climate faces a high risk of crossing #tippingpoints and could see a rapid transition into an ice-free #climate if greenhouse gas (#GHG) #emissions continue to increase. 📈 Preventing the crossing of this tipping point will come at a large cost, but the price of delaying this investment will likely be even higher for #climatesecurity. A recent study published by Nature Portfolio finds that: 🔷 Polar-sea ice levels are dangerously close to tipping levels. 🔷 Tipping points have an ‘overshoot window’ where the cost for reversal does not surge straight away once the tipping point is crossed, but increases linearly over time. 🔷 The larger the overshoot window for a tipping point, the higher the cost of intervention once the overshoot window ends and the tipping point is fully crossed. 🔷 For polar sea-ice levels, the cost of controlling the impacts after tipping could nearly quadruple.
